Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number N00181-01-Q-0314 is issued as a request for quote (RFQ). Quote responses are acceptable via mail or by fax (757) 396-8503. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. NAIC 332911 with a standard size of 500 employees apply. This requirement is for a fixed price contract for the following line items: CLIN 0001: Valve, Valve is to be 42" 150# class flanges 32 1/2" face to face solid disk rising stem gate valve. Valve shall be Chapman model 25 or equivalent, valve may also be rebuilt or reconditioned as long as ANSI/AWWA C500-86 section 5 specs are met, Quantity 1 EA. CLIN 0002: Valve, Valve is to be 54" 150# class flanges 33" face to face solid disk rising stem gate valve, valve shall be Tetra model 54-50 630-5 or equivalent, valve may also be rebuilt or reconditioned as long as ANSI/AWWA C500-86 section 5 specs are met, Quantity 1 EA. Inspection/Acceptance at destination, NNSY, Receiving Officer, Bldg. 276, Portsmouth, VA 23709-5000. Delivery: FOB Destination, Norfolk Naval Shipyard, Portsmouth, VA. Delivery Date: 24 May 2001. The provision at FAR 52.212-1, Instructions to offers-Commercial items applies. FAR 52.212-2, Evaluation-Commercial Items, applies. "ADDITIONAL EVALUATION FACTORS CONTRACTOR EVALUATION SYSTEM, RED/YELLOW/GREEN PROGRAM (MAY 1992)" will be used by the Contracting Officer to assist in determining the best value for the government price, past quality performance, and other factors considered. FAR 52.212-3, Offeror Representation and Certification -- Commercial items shall be completed and returned with offer along with descriptive literature for item offered. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items applies to this acquisition. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply. FAR 52.212-5 (b) (5), (11), (12), (13), (14), (15), (16), (17),(22), and (24) apply. DFAR 252-212-7001 apply to this acquisition. IMPORTANT NOTICE: DFAR 252.204-7004 "Required Central Contractor Registration" applies to all solicitation issued on/after 06/01/98. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. Please ensure compliance with this regulation when submitting your quote.
