- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being accepted and a written solicitation will not be issued. This solicitation will be set-aside for small businesses if two or more small business sources are found to meet the requirement. Purchase Request Number F7FPC110400100 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. The NAICS Code is 511120; SIC Code is 2721, size standard is 500. Requirement is to publish two (2) full-page advertisements (1 full page 4-color display and 1 full-page editorial) in a magazine primarily publishing articles and ads focusing on the issues and concerns of minority students. Display and editorial will be provided by this office. Proposal must include the following requirements: (1) nationwide annual distribution at 1700+colleges and universities_ career centers; (2) distribution can only be made at schools that request the magazine, order, pay for all distributed copies of the magazine; (3) magazine must be published at least once a year and remain current for one entire year; (4) circulation must meet or exceed 450,000 each year at colleges and universities and reach 90% of all enrolled students; (5) circulation must include distribution at all Historically Black colleges and universities, Hispanic serving institutions, and Native American Indian Tribal schools; (6) magazine must be free to college and university students; (7) focus of the magazine must be on information regarding conducting job searches and exploring career opportunities with hundreds of employers at various locations nationwide; (8) magazine_s pass-along rate must be 3-4 more job seekers; (9) magazine must have a corresponding/associated web-site which serves as an electronic resource to both students and employers; (10) magazine_s corresponding web-site include sufficient number of hits and traffic and banner advertisement to promote the requesting organization as an employer; (11) magazine_s web-site must be designed to drive students to a link to the requesting organization_s home with no additional charges; (12) magazine must be BPA audited _ BPA International verifies the circulation dta of special interest publictions that serve a defined audience. Primary objective is to assist publishers in communicating circulation and marketing information in auditable terms, enabling media planners to accurately evaluate the precise number of recipients, copy distribution, etc.; (13) must offer statistical/historical research on various recruitment/human resource issues; (14) must provide nationwide salary surveys yearly. Award will be made using Simplified Acquisition Procedures, therefore the evaluation procedures at FAR 13.106-2 will be used. A firm-fixed price award will be made to the responsible offeror submitting the quote that provides the best value to the Government. Interested parties capable of providing the above must submit written price quote to include discount terms, cage code, and firm_s evidence of their ability to perform. All responses will be considered. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS. Responses to this notice shall be provided in writing via e-mail to Ms. Carolyn Tappin at carolyn.tappin@randolph.af.mil no later than 6 Apr 01, 2:30 P.M. (CT). Offerors must also include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications_Commercial Items which can be obtained at http://www.arnet.gov/far. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The following clauses also apply: 52.212-4 Contract Terms and Conditions-Commercial Items. Paragraph ( c ) of this clause is tailored as follows: ( c ) Changes.
