- This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will NOT be issued. Solicitation NEAT-01-012 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Circular 97-23. The applicable Standard Industrial Classification (SIC)code is 8731; size standard is 500 employees. The USDA Forest Service is soliciting for the acquisition of Advisory and Assistance work to include the implementation of engineering simulation describing the movement and deposition of spray material through the atmosphere to the ground into a GIS platform; finalizing the approach to describing the response of droplet dispersion to stability (vertical thermal gradient) and pursying it through revision and review; developing an approach to streamline adjustment due to discrete roughness changes and implementating them into this model; and using existing simulation techniques to pursue mechanical drift mitigation ideas and concepts. Tasks will be cut and payment made based on the receipt of the specified tasks presented as modules which are configured to be user ready and as plug-ins to the existing model. All of this work must be technically correct and be presented in the technical literature, pass review scrutiny and be published in the peer review literature when applicable. The work will include technical presentations at places and times to be determined by the FS technical represenative. The successful contractor must be intimately familiar with existing techniques and have a proven track record of technical investigation in this area including widely used modeling and peer review publication. The contractor must also have proven ability and experience in presenting and defending results in a technical forum. Total dollar amount of task orders will NOT exceed the simplified acquisition threshold. Offerors are requested to submitted a proposal at a minimum addressing their qualifications addressing the above addressed technical qualification including fixed unit costs for Hourly Senior Staff costs, overhead and profit percentages. Any travel claimed will be in accordance with the Federal Travel Regulations. The following provisions and clauses apply; Provision 52.212-1, Instructions to Offerors -- Commercial, Instruction to Offerors -- Commercial (no adenda). Evaluation will be in accordance with FAR 52.212-2 based on price and the following other factors which are in descending order of importance: (i) technical capability; (ii) price; and (iii) past performance. Offers shall include a complete copy of FAR 52.212-3, Offeror Representatives and Certifications-Commercial Item, (without Alternate); clause FAR 52.212-4, Contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (no additional clauses). Written quotes to the Attention of Patricia Pierce at the above Newtown Square address by 3:00PM April 27, 2001. This is set aside for small business.
