Description

The United States Environmental Protection Agency (EPA) has a requirement for technical and analytical support to assist with economic and financial information that will allow EPA to analyze and evaluate regulatory and policy options as well as expand economic methodologies that can be used in performing cost/benefit analyses in support of program decisions, actions, regulations, and policies developed, reviewed, and implemented under the Clean Water Act, the Safe Drinking Water Act, the Marine Protection, Research and Sanctuaries Act, the Coastal Wetlands Planning, Protection and Restoration Act and portions of the Water Resources Development Act. Examples of the types of support activities the contractor shall perform under this contract are as follows: cost and economic impact analysis; benefit analysis; research pertaining to the estimation of costs and benefits; economic incentive analysis; and financial impact analysis. The contractor should be prepared to provide these activities under rapid response conditions as well as support seminars, forums, and workshops when required. A cost-plus-fixed-fee, level of effort (LOE) contract is anticipated. The period of performance is estimated at one 12 month base period plus four option periods of 12 months each. The total amount of LOE for all periods and all options is estimated at 55,000 hours. Solicitation PR-CI-01-11788 will only be released through the Internet.
