- NASA/MSFC plans to issue a Request for Quotation (RFQ) for Radiation Environments Visualization (REVis) enhancements to the analysis and visualization capabilities of the REVis software tool to enable gravity probe-B mission planners to rapidly compute and visualize the current state of magnetic field components at the spacecraft, the auroral region encountered by the spacecraft, and meteor shower radiant relative to the spacecraft. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items from Science Applications International Corporation (SAIC) for Visualization and Analysis Enhancements to REVis program for Gravity Probe-B (GP-B). This recommendation is made pursuant to FAR 13.106, for the acquisition of supply or services determined to be reasonably available from only one source. Competition is impractical since this procurement is to further enhance the analysis and visualization capabilities of the Radiations Environments Visualization (REVis) software tool developed under a previous contract with SAIC. REVis contains SAIC proprietary source code that makes competition for enhancements not feasible. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 19, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
