- Description
- The Administrative Office of the U. S. Courts (AO) is currently implementing a Case Management/Electronic Case Files (CM/ECF) system which provides Internet access to filings entered into the system by court staff and the bar. An integral part of the CM/ECF system is the court noticing and the noticing forms generation function. The complete noticing process consists of two main components; forms generation and those processes controlled by the case management system. The AO is conducting a market survey to determine the availability and potential capability of business to provide commercial off the shelf (COTS) or customizable software to support the noticing forms generation function. The noticing forms generation function encompasses the preparation, modification, and distribution of court-produced, event-driven documents, notices, orders, forms, letters or other correspondence. Notice forms or templates combine both standard text and elements in a case record in a pre-defined format. Requirements for the noticing forms generation component will include the ability to provide a noticing forms generation component or module that interfaces with the courts existing CM/ECF system that is easy to use like those that operate in a Windows environment and has standard word processing features. In addition, the ability to provide noticing forms generation component that prepares notices for contractor retrieval and provide the option to cancel/delete notices that have not been retrieved by the notice-printing contractor, the ability to provide a noticing forms generation component that allows forms to be integrated with data elements from the CM/ECF case management system, and the capability to view and edit the notice before output as well as creating/modifying notice forms or templates using software on the authorized court user's desktop or accessible through the network. The court may also design the template to accept ad hoc text. Notices must be able to be printed in a variety of fonts locally and transmitted electronically via email as PDF (Portable Document Format) files. Finally, notices and recipient address lists must be able to be transmitted to the Bankruptcy Noticing Center (BNC) for printing or further electronic transmission. This market survey is being conducted to reach the widest possible audience and to gather market information.
