Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Dr. Ulf Griesmann, Gaithersburg, Maryland for technical assistance services. These services consist of improvements, installation and commissioning of the NIST FT700 Fourier Transform Spectrometer. A written report shall be furnished upon completion of each task. F.O. B. Destination, Gaithersburg, Maryland. The period of performance shall be 7 months from date of award. This is a sole source requirement with Dr. Griesman because he is uniquely qualified to perform these tasks. He has had three years of extensive experience with the Fourier Transform Spectrometer NIST FT 700, a unique highly specialized instrument. In addition, he was trained in the use of synchrotron sources as a major component to his doctorate research. This order shall be processed using Simplified Acquisition Procedures. The estimated award date shall be 04/13/01. Interested parties may identify their capabilities in writing. The capability statement must provide adequate information to demonstrate the ability to perform the required services. A determination by the Government not to compete this proposed order based upon the responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotations, however, the Government will consider all responses received by the closing date. A solicitation document is not available. See Note 26.
