Description

The Defense Supply Service-Washington (DSS-W) intends to issue a Purchase Order on a sole source basis, to Anna D. Gowans Miller, Certified Public Accountant (CPA), in support of the Office of Secretary of Defense, Directorate of Administration & Management, Quality Management Office, to prepare organizations for certification of the results of process improvements in accordance with Generally Accepted Accounting Practices (GAAP). The contractor must have excellent knowledge of the theories of management espoused by Dr. W. Edwards Demming, the Government Performance and Results Act, and the means to tie it all together in a constructive and meaningful way. The contractor must be an independent CPA with no recent experience (two years, as defined in DoD Ethics Regulations; 5 C.F.R. 2641 (Reference (b)) working for the Department of Defense (DOD) in matters other than those related to CPA certification and instructions in methoods of developing financial data to facilitate the CPA certification for case studies; nor may he/she currently work for an organization doing business with DOD, other than as defined above. The contractor will work with teams and individuals coaching them in the methosd of collecting financial data so that performance measures are properly developed and improvements results can be cerified. The contractor then prepares case studies and executive summaries.
