Description
Notice of intent to award a sole source extension of 37 additional days to Counter Technologies, Inc. of Bethesda, Maryland for professional security systems services for the Department of State, Bureau of Diplomatic Security, Office of Domestic Operations. The contractor will provide implementation and maintenance of plans, standards, and policies to ensure appropriate security for DOS personnel, facilities and information. The contractor will develop policy, standards and procedures for protecting classified information, as well as design, install, administer and maintain support requirements for all security systems. Oversight of security systems shall include, but not limited to, the following functional areas: (a) Federal Building Pass Identification Card Program and Systems Operations; (b) All aspects of physical security programs, including the design, engineering, operation and maintenance of the proprietary automated access control and intrusion detection alarm systems; (c) Personnel and vehicular screening programs; (d) Closed circuit television and security video and audio monitoring programs; (e) The lock program and related safeguarding programs; (f) The Uniformed Protection Security Personnel Program; (g) Domestic security programs, standards, policies and procedures; and (h) Real property facilities, materials, and security equipment. The Department of State will consider all proposals received within 15 days after date of publication of this synopsis. This notice of intent is not a request for competitive proposals. A determination by the Department of State not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Department of State. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is the intent of the Department of State to award a sole source extension to Counter Technologies, Incorporated of Bethesda, Maryland.
