Description
Furnish all labor, materials, and equipment necessary to rehabilitate St. Marks Light, a historic lighthouse structure that is located within the St. Marks National Wildlife Refuge, near St. Marks, Florida. The work includes preparing and painting the exterior surfaces of the 80-foot-tall masonry light tower and keeper_s quarters; masonry and concrete repair work at the base of the tower; extensive replacement of the keeper_s quarters porch deck, handrails, roof columns and stairs; selective refurbishing and painting of interior floors, walls, ceilings, doors and windows; and replacement of the lantern roof windows. A portion of the partial restoration includes the removal and disposal of asbestos-containing floor tiles. Also, the removal and disposal of lead-containing paint. The estimated price range is between $100,000.00 and $250,000.00. The applicable NAICS Code is 234990, with a three-year average annual receipts small business size standard of 27.5 million. Bid guarantee, payment and performance bonds are required. This solicitation is being issued pursuant to the Small Business Competitiveness Demonstration Program and is open to both small and large business concerns. All responsible sources may submit a bid, which will be considered by this agency. Those who have previously requested this project under the Presolicitation Notice, posted on January 22, 2001, do not need to request again. The request for a bid package must be submitted in writing and can be faxed to: (305) 278-6696. For: Minority, Women-owned, and Disadvantaged Business Enterprises : The Department of Transportation ( DOT) Office of Small Disadvantaged Business Utilization (OSBDU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guarantee on the bond amount to a surety against losses. Loans are also available under the DOT Short-Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.00.
