Description

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). 1. FMPI Expert System Multi-wavelength Pyrometer with on-line tolerance and signal strength (emissivity) display, spectral and total emissivity correction, and absorption (offgas) compensation. Resolution is 0.1'C. Measurement is either continuous or on operator demand. Results are printed to screen and to log in non-volatile memory. Raw data can be saved to non-volatile memory for later analysis if required. Unit includes Intel/Windows PC. Temperature range is 300-2000 Temperature range is 300-2000'C., Qty.=1, Unit=Each. 2. Custom Range for Item 1: 300-2500'C, Qty.=1, Unit=Each. 3. Special High Resolution Fixed Focus Lens: Spot Size 1.2+or-0.2 mm at 12 inches, Qty.=1, Unit=Each. 4. Fiberoptic 5 meters in length, Qty.=1, Unit=Each. 5. He-Ne (632.8 nm) laser fiberoptic illuminator for aiming pyrometer, Qty.=1, Unit=Each. 6. Analog Output 1-10 Volts or 4-20 milliamperes, Qty.=1, Unit= Each. 7. Data Analysis Software (Excel Template) To Generate Thermal and Absorption/Emission Spectrum, Qty.=1, Unit=Each. 8. Modification of Item 7 to Provide Emissivity as F(wavelength), Qty.=1, Unit=Each. 9. Fixed Focus Lens: Spot Size 5 mm at 12 inches (additional lens that can substitute for Item 3), Qty.=1, Unit=Each. 10. Modify Software to Decrease Minimum Data Acquisition Time Duty Cycle to 0.1 Second, and to Time-Stamp the Data at the Time the Measurement is taken and not at the time of the data output, Qty.=1, Unit=Each. 11. 100 MHz Ethernet Board, Qty.=1, Unit=Each. 12. Two days on Site, Installation and Training. Qty.= 1, Unit=Each. 13. Two days on Site of Subsequent Performance Verification to be Provided within 6 months of deliver. Qty.=1, Unit=Each. *All items FAR Associate or equivalent* The provisions and clauses in the RFQ are those in effect through FAC 97-23. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334513 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to MSFC is required within 30 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by close of business May 3,2001 and may be mailed or faxed to the point of contact and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. Addenda to FAR 52.212-1 are as follows: MSFC 52.239-1, NFS 1852.211-70, and 1852.214-71. Reserve paragraph(s) (d), (e), (f), (h), and (i) in 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin.
