Description
The Federal Bureau of Investigation (FBI) has a need to obtain a variety of newspaper and magazine subscriptions to be delivered Monday through Friday (including editions for Saturdays/Sundays and Holidays), to the J. Edgar Hoover Building, Washington, D.C. Multiple subscribers established by the FBI will require separate billings and deliveries for each account. This contract will be an Indefinite Delivery-Indefinite Quantity requirement with a base year plus two (2) additional one year options. This contract will be awarded in the aggregate (all or none) under Simplified Acquisition Procedures for commercial items under the test program as Request For Proposal (RFP) Number 0029702. This is a 100% small business-small purchase set-aside, with NAICS Numbers 511110, and 511120, and the business size standard is 500 employees. (1) The contractor shall deliver the following newspapers by 6:15 a.m. Monday through Friday (including editions for Saturdays/Sundays and Holidays delivered on the next business workday) and during inclement weather in the estimated quantities of: 66 each New York Times, 83 each Washington Posts, 25 each Wall Street Journals, 32 each Washington Times, 52 each USA Todays, 1 each Christian Science Monitor, 1 each Financial Times, 1 each International Herald, 3 each Atlanta Constitutions, 3 each Philadelphia Inquirers, 9 each New York Daily News, 8 each New York Posts, 1 each Chicago Tribune, and 1 each Baltimore Sun. (2) The contractor shall deliver the following magazines by 6:15 a.m. every Monday (including editions for Holidays delivered on the next business workday) and during inclement weather in the estimated quantities of: 10 each Time Magazines, 10 each US News & World Reports, 10 each Newsweek Magazines, 1 each TV Guide, 1 each People Magazine, 1 each New Republic, 1 each National Review, and 1 each Washingtonians. (3) The contractor shall deliver the following magazine subscription by 6:15 a.m. every Friday (including editions for Holidays delivered on the next business workday) and during inclement weather in the estimated quantities of: 1 each Economist. (4) The contractor shall deliver the following magazines by 6:15 a.m. every month: 1 each Vanity Fair, and 1 each Washingtonian. (5) Newspapers and magazines shall be bundled, labeled, packaged, and billed separately on each account. F.O.B. District of Columbia. An award will be made to the most technically acceptable responsive offer using a best value analysis. Technical considerations and past performance are significantly more important than price.
