Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number DACW42-01-R-0008 is being issued as a request for proposal (RFP) with intent to award an indefinite delivery/indefinite quantity contract for a base and four option years. This RFP package is available in electronic PDF file on Vicksburg Consolidated Contracting Office's web site at URL http://www.mvk.usace.army.mil/contract/ (select "Advertised Solicitations"). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-24. This is a competitive acquisition restricted to small business firms. For this acquisition, a concern will be considered small under NAICS Code 54171(SIC 8731) with a small business size standard of 500 employees. The U. S. Army Engineer Research and Development Center, Vicksburg, MS. has a requirement for dive crews to collect freshwater mussels for research efforts. Pricing must be submitted on a daily rate basis for three types of survey as included in Scope of Work and CLIN list in DACW42-01-R-0008 at stated web URL. FAR Provision at52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation -- Commercial Items will apply to this solicitation with the following specific evaluation criteria: Technical capability, past performance and price. When combined, technical capability and past performance are significantly more important than price. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
