Description
The National Institute of Standards and Technology (NIST) has a requirement for the following tasks: Task 1: Provide (as clearly documented mathematical expressions, preferably implemented in software) a detailed anisotropic intermolecular potential (based on state-of-the-art quantum-mechanical calculations and on spectroscopic data if available) for the water-helium pair of sufficient quality to be used for quantitative calculation of the second virial coefficient, including translational and rotational quantum corrections. Task 2: Provide (as clearly documented mathematical expressions, preferably implemented in software) a detailed anisotropic intermolecular potential (based on state-of-the-art quantum-mechanical calculations and on spectroscopic data if available) for the water-neon pair of sufficient quality to be used for quantitative calculation of the second virial coefficient, including translational and rotational quantum corrections. Task 3: Provide (as clearly documented mathematical expressions, preferably implemented in software) a detailed anisotropic intermolecular potential (based on state-of-the-art quantum-mechanical calculations and on spectroscopic data if available) for the water-argon pair of sufficient quality to be used for quantitative calculation of the second virial coefficient, including translational and rotational quantum corrections. Selection Factors: 1): Demonstrated ability to produce state-of-the-art pair potentials based on quantum-mechanical calculations, as evidenced by publication in refereed journals. 2): Ability to supply potentials by September 15, 2001, preferably with an earlier delivery date for Task 1. NIST personnel shall have final approval of the proposal. Interested sources must submit a written qualification statement which must contain sufficient information to clearly establish the ability to provide the required tasks. Responses must reference Synopsis No. NB838000105745JW. This announcement/solicitation is being issued under the Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000.00). All rights in any type of data, recorded information, or software created under this agreement shall be allocated in accordance with the Federal Acquisition Regulation Part 52.227-17 Rights in Data -- Special Works. There is no bid package available, as all the requirements are listed above. The bids must be received by close of business April 30, 2001. The award decision will be based upon the best value to the Government, with technical merit, past performance and availability being significantly more important than price..
