- Description
- The Florida National Guard is soliciting proposals for a Regional Indefinite Delivery, Indefinite Quantity (IDIQ), Multiple Award, paint and body restoration services contract for various military equipment located in the State of Florida. Proposed contract will have a one-year (365-day) base period with and option to extend one additional year. The minimum delivery order is $500, the minimum guaranteed contract amount is $1000. A pre-solicitation conference will be held on April 25, 2001 at 10:30 AM EDT in the following locations: 1) McMillian Armory, 1225 Easterwood Dr., Tallahassee FL, POC MSG Wayne L. Prevatt 850/413-0707. 2) National Guard Armory, 8385 Daetwyler Dr., Orlando FL, POC SFC Daniel T. Lee 321/269-6384. 3) National Guard Armory, 756 St. Lo St., Homestead FL, POC SFC Jose R. Colon 305/637-2608 4) Robert F. Ensslin Armory, 2305 State Rd. 207, St. Augustine, FL POC MSG Joey Dampier 904/682-3335. Equipment to be painted and or undergo body restoration may include High Mobility Multipurpose Wheeled Vehicles (HMMWV), 2 1/2 ton, 5-ton, and 10-ton cargo and utility trucks, ambulances, wrecker trucks, various tracked vehicles such as armored personnel carriers, M1 Abrahms main battle tanks, Bradley Infantry Fighting Vehicles (BIFV), howitzers, multiple launch rocket systems (MLRS), and bulldozers. Other equipment may include cargo trailers, water trailers, semi trailers box, flat bed, and low-bed, forklifts, front-end loaders, backhoes, generators, compressors, tank and pump units. Body restoration may include filling and sanding, patching metal and fiberglass, and rust restoration. Offerors must have a facility large enough to paint all types of equipment and perform body restoration in accordance with current automotive industry and military standards. Facilities must meet current OSHA, EPA, and FL DEP regulations and have all required certification(s). Offerors will submit a price and technical proposal. Selection will be made on the basis of best value. Together technical and past performance are slightly more important than price. Awards will be made on a regional basis in order to locate facilities near requiring units. Projected regions in the State of Florida are: Northwestern, Northeastern, Central, Southern, and Eastern. Multiple awards may be made in each region. In the Northwestern region HUB Zone contractors will be given preference if at least two responsive offers are received from HUB Zone businesses, otherwise it will be awarded to Small Business(es). The region includes Madison and Taylor counties, and all counties west of them to the FL-AL state line. In all other regions, HUB Zone, Small Disadvantaged, 8(a), and Small businesses will be given an evaluation preference. It is anticipated the solicitation will be issued on or about April 17, 2001.
