- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This solicitation is being issued under Request for Quotation (RFQ) 808146. This solicitation is under the Simplified Acquisition Procedures (SAP) under the test program (FAR 13.5). This is a 100% Small Business Set-Aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC to conduct six (6) classes of tactical rifle training and; one instructor to conduct six (6) cl) 97-22. This solicitation is being issued under RFQ# 808146. The North American Industry Classification System (NAICS) code is 611699 and the Business Size Standard is $21.5 million. This will be a firm-fixed-price contract with a base year plus four option years. The FBI has a requirement for the instructional services of three individuals to perform advanced firearms instruction for the FBI Special Weapons and Tactics (SWAT) Teams; The contractor shall provide: one instructor to conduct six (6) classes of submachine gun training; one instructor asses of tactical shotgun training. Each student will receive two (2) days of training. The training will be divided into four (4 ) one-half day sessions. Each class shall be two days in lengths broken out as follows: Twenty-two(22) students will be trained from 8:00 AM to 12:00 noon and Twenty-three (23) students will be trained from 1:00 PM to 5:00 PM. INSTRUCTOR REQUIREMENTS -- Instructor shall: a. provide a resume which includes a minimum of five (5) years of experience successfully instructing federal law enforcement SWAT personnel and/or elite military units. b. provide certification or documentation of personal firearms training received and/or teaching/instructional training received. c. provide certification or document of competitive shooting background which includes the number of national level shooting titles won. d. provide three (3) recent references on previous contracts (commercial or government) where the instructor and contractor have performed this type of training. e. be able to pass a FBI background investigation and sign an operational security agreement. g. if the quoter has not contracted with the FBI, and the quoter's video meets the government's requirements, then the quoter will be invited to provide a three day presentation of their firearms program and capabilities at contractors cost. DELIVERABLES -- a. each instructor must have state-of-the-art techniques, drills and theories in his/her firearms area of expertise. b. each instructor must be able to demonstrate their firearms skills and training drills to the highest degree of proficiency using the same weapons systems (1911 style, single action, .45 caliber handguns; H&K MP5s, 10mm submachine guns; M4 style, 5.56, tactical rifles and Remington 870 shotguns) that both the FBI's Hostage Rescue Team and the field SWAT personnel currently employ. c. must have strong communication skills to effectively explain the application and the theory of why the drills and skills being taught are effective in the arena of tactical firearms training. d. must provide a typed lesson plan for each of the classes to be taught and he/she shall provide a detailed lesson plan and a training video which will be show the instructors communications skills, shooting skills, and training subject matter. After the FBI's evaluation of lesson plans and training video's, if deemed necessary, the quoter applying for the above positions shall conduct a three (3) day firearms program for FBI SWAT personnel at Quantico, VA. This class will be used to evaluate the potential contractor's instructional skills, communication skills and shooting ability. Also, it will be used as a mechanism to ensure that the contractor's firearms subject matter, drills and theories are compatible with the current SWAT firearms training program. The cost of the training/evaluation program, lesson plan and training video will be incurred by the quoter. The awarded contractor will be required to provide training at the following locations: New York, NY, Washington, DC; Miami, FL; Chicago, IL Salt Lake City, UT; Atlanta, GA; San Francisco CA; Los Angeles, CA and Houston, TX. The EVALUATION criteria: The Offeror's proposal shall be evaluated on the basis of the following factors (listed in descending order of Importance): a. individual's instructional ability and communications skills. b. quality and level of firearms drills, skills and theories. c. lesson plans and training video. d. level of personnel shooting skills. e. resume of past clients and or classes instructed. f. resume and certificate of proficiency of a competitive shooting background which includes the number of national level shooting titles won. g. if the quoter's video meets the government's requirements, then the quoter will be invited to provide a three day presentation of their firearms program and capabilities. h. provide three (3) recent references on previous contracts (commercial or government) where the instructor and contractor have performed this type of training. I. price. Course dates to be determined with awarded contractor. All quotes shall include per diem and travel. The Contractor will be reimbursed for actual travel expenses incurred up to allowable rates authorized in accordance with the Federal Travel Regulations. Each quoter shall include a completed copy of the FAR 52.212-3 Offeror Representation and Certifications -- Commercial Items (Mar 2001).
