- NASA/GSFC plans to issue a Request for Proposal (RFP) to The Johns Hopkins University/Applied Physics Laboratory for the Thermosphere-Ionosphere-Mesosphere-Energetics and Dynamics (TIMED) Observatory Mission Operation and Data Analysis (MO&DA) Phase of the program. The period of performance for MO&DA will begin after the 30-day on-orbit checkout is completed and last four years. The objective of the TIMED Mission is to investigate and understand the energetics of the Mesosphere and the Lower Thermosphere/Ionosphere (MLTI) region. The MLTI is a region of transition in which many important processes change dramatically. It is a region where solar radiation is absorbed, energy input from the aurora maximizes, intense electrical currents flow, and upwardly propagating waves and tides break. This region has never been the subject of measurements defining the basic states (density, pressure, temperature, and winds) of the MLTI region and its thermal balance. JHU/APL has been intimately involved in the management of the TIMED Mission since beginning the conceptual design of the spacecraft in July 1994. In June 1997 JHU/APL was awarded a contract for the design, development, fabrication, assembly, integration, testing, storing, launch support, 30-day on-orbit checkout, and management of the TIMED Observatory. TIMED consists of a spacecraft and four flight instruments. The spacecraft is scheduled for launch in August 2001. The statutory authority permitting other than full and open competition of this procurement is 10 U.S.C. 2304(c)(1), Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 1, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit a proposal which shall be considered by the agency. An Ombudsman has been appointed, See NASA Specific Note "B".
