Description
This is a Firm-Fixed-Price Service Requirement to Perform Mobile Gas Gun Shots for the DIVINE Albatross (DA) 27-35 Test Series, qty eight (8) shots. These tests and associated activity will take place at the Alternate SHIST Site on the White Sands Missile Range (WSMR) in the DA 27-35 Test Series on damage granite. The approximate timeframe for these activities is July-August, 2001 (a continuous series of eight shots). Work includes, but is not limited, to providing and operating the Sandia National Laboratory (SNL) 6" Mobile Gas Gun for eight (8) scaled penetrator shots on designated aim points; Providing all expendable material, with the exception of the Helium, required for these shots; and Interface with SNL personnel as required for their requirements to record accelerometer data from packages carried by the penetrators. SNL will provide supporting documents and hardware and DTRA will provide the penetrators. The Government intends to solicit only one source under the authority of FAR 6.302. Energetic Materials Research and Testing Center (EMRTC) is the only source that has extensive experience operating the gas gun and exclusive control of the gun for test shots. In accordance with DFARS 204.73, Vendors must be registered in Central Contractor Registration (CCR). For solicitations issued after 31 May 1998, DoD will no longer award contracts to vendors not registered in the CCR data base. Registration may be done by accessing the CCR via the Internet at http://www.ccr2000.com. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Interested firms have 15 days (2 May 2001) from the publication of this synopsis to identify their interest and capability to respond to the requirement or submit a quote. This notice of intent IS NOT a request for quotes. However, all quotes received within 15 days after date of publication of this synopsis, will be considered by the Government. Qualifications and capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. The North American Industry Classification System (NAICS) for this requirement is 541380 with a size standard of $5.0M.
