- Description
- The FCC is seeking a company to implement, host and administer a fully automated two-part performance evaluation and feedback process that will support existing and new functional requirements. As host, the contractor would be responsible for all maintenance and modifications to the system. The contractor will provide help desk functionality in support of the system. The first part of this performance evaluation and feedback process is a pass/fail annual appraisal that utilizes generic job elements in a "forms" format that is easily automated. The second part of the performance evaluation and feedback process is an adjunct 360-degree feedback process that will be used in conjunction with the mid-year performance review. This second part will be designed to provide feedback to the individual employee from all groups of people with whom the employee interacts on a regular basis and focuses on such behaviors as work methods, customer service, and interpersonal interactions. A survey instrument, consisting of a series of questions with a sliding range response system, will be completed as part of the mid-term review. Approximately four to six employees, who have a direct knowledge of the work methods and interactions of the employee to be reviewed, will each complete a survey for the employee. The results of this survey shall be complied into a statistical and/or narrative report that shall be provided to both the employee and his/her supervisor. Additionally, the contractor shall furnish the necessary management and technical personnel required to fully maintain and administer this program and to train FCC personnel. Solicitation will be released under full and open competition. NAICS is 541511. Anticipated release date is May 2, 2001; closing on or about June 1, 2001 and award around the end of June /early July, 2001. Award will be made on the basis of "Best Value".
