- PRE-SOLICITATION NOTICE: THIS SOLICITATION WILL BEING ISSUED AS UNRESTRICTED. This project titled "PIPELINE REPLACEMENT" is located at NAS JRB New Orleans, LA. The project consists of demolishing the existing barge unloading piping system and abandon in place two underground fuel pipelines from the fuel wharf to the fuel farm. Removal of non-friable asbestos impregnated tape wrap from small portions of the existing piping is required. The project will provide a new barge unloading piping system and a new (mostly underground) pipeline to the fuel farm. The new piping will include cathodic protection and leak detection. Horizontal directional drilling is required at a runway and taxiway crossing. The barge unloading arm and the leak detection system will be addressed as two separate option bid items. The construction schedule requires that the existing pipelines remain in operation until the new pipeline is ready to be put into service. NOTE: The pipeline work involved in this project, including providing new piping and abandoning in place existing piping, must be performed in accordance with the requirements of Louisiana Code, Title 33, Department of Environmental Quality, Part XI Underground Storage Tanks. The contractor performing this work must be certified by the Louisiana Department of Environmental Quality. The maximum allowed completion schedule is 330 calendar days. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforming to this solicitation will be the "BEST VALUE" to the Government, price and technical factors considered. This procurement will be evaluated on: (A) Past Performance, (B) Small Business Subcontracting Effort, and (C) Technical Qualifications. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; to award the contract to other than the offeror submitting the lowest total price; to award to other than the offeror submitting the highest technically rated; and to award to the offeror submitting the proposal determined by the Government to be the most advantageous (best value) to the Government. PROPOSERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE terms. Proposers should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS. A modified synopsis will be issued at a later date to advise the date/time of a Pre-Proposal Conference/Site Visit. The Government intends to issue the RFP on the WEB only. The RFP is tentatively scheduled to be issued sometime in May 2001 with and RFP date in June/July 2001. The entire solicitation, including plans and specifications, will be available for viewing and downloading at http://esol.navfac.navy.mil. The official plan holders list will be maintained and can be printed from the website. AMENDMENTS will be posted on the web site for downloading. This will normally be the ONLY method of distributing amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. Offerors must also be registered in the Contractor's Central Registration (CCR) in order to participate in this procurement.
