- Description
- The purpose of this update to the CDL RFI is to inform vendors that a Draft RFP is tentatively expected to be released in the Fall, 2001 (1st Qtr FY02) for award in FY03. The last date for receipt of comments, prior to release of DRAFT RFP, is 15 September 2001. If face-to-face meetings are requested, please let us know by 15 August 2001. FY2003 is the final year of the current contract. This RFI is a means to construct a future solicitation to fulfill an existing system need. Features preferred over the current CDL surface unit include a smaller footprint, lower price, networking capability and dual simultaneous communication with separate aircraft. The CDL-N system should be capable of migrating to a future Phased Array Antenna. Suppliers should make every effort to respond to all or part of this RFI. Any resultant RFP will allow for alternate proposals from each Offeror, and will provide differing ship scenarios (requiring one or two antenna). The Navy is exploring possible benefits of split awards for different Contract Line Items. The decision will be based on the Best Interest of the Navy, given administrative burden of more than one award. Technical tradeoffs for any possible award will be made in the context of available budget. Although this will be a Best Value as opposed to Cost As an Independent Variable (CAIV) procurement, affordability of Purchase Price and TOC are significant factors.
