Description

Internet Service for DOI in Anchorage, Alaska The Department of the Interior has a requirement for "local" provisioned Internet service in Anchorage, Alaska. The point of presence (POP) service will be located at the US Geological Survey, 4230 University Drive, 2nd Floor Computer Center, Anchorage, AK. 99508. The selected Internet Service Provider (ISP) will support all DOI bureaus, offices, and tribes located in Alaska and will interface the service at the POP location. Currently, the Department provides a shared consolidated Intrastate network with a primary hub point located in Anchorage, AK with service connectivity into CONUS for Internet service. The Intrastate network know as the Alaska Regional Telecommunications Network (ARTNet) will remain in place but the Internet portion will no longer use it's CONUS connections for Internet service. The ISP is required to provide aggregate portal access from the POP, which will provide 24x7 access directly into the Internet. The initial Internet service should be provisioned on a fiber optic connection to the POP capable of supporting a minimum 5 megabit per second (MB) transmission requirement with the ability to incrementally increase capacity at 1.54MB on demand. Vendors that do not have scalable fiber optic services at the POP are required to provide temporary access with a minimum of 2 copper T1 (3MB) access within 30 calendar days of award, and will be required to complete fiber optic service installation within 90 calendar days of award. Thereafter, the service should be scalable with new service upgrades and new service requirements occurring within a 15-30 calendar day period after receipt of order. The vendor will be responsible for 24x7 network monitoring, repair service, notify DOI of outages, maintenance and service modifications. Vendor network infrastructure must provide redundant or alternative connections to the Internet and must be demonstrated by providing the Department with engineering schematics that show the vendor owns at least 2 different physical paths into the Internet from the POP or has NNI (Network to Network Interface) agreements with other vendors to reroute service in the event of a service outage. Vendor will provide a minimum 1 block (100 ) of static IP addresses as part of the original service quote. Vendor will include a quote for per block charges of additional static IP addresses if needed during the term of the agreement. Vendor will provide, implement, and maintain a Network Address Translation (NAT) scheme for the Department to insure multiple domain advertisements will not conflict with the customers licensed IP addresses and domains, and that reverse access traffic will ride on the vendors service in and out of Alaska. THE VENDORS ABILITY TO PROVIDE NAT'd SERVICES AT THE POINT OF INGRESS TO THE INTERNET IS THE PREMISE ON WHICH THE DEPARTMENT IS BASING ITS DECISION TO PROVIDE THIS SERVICE WITH A LOCAL PROVIDER.
