Description

DESCRIPTION/SPECIFICATIONS: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are requested and a written solicitation will not be issued. This solicitation number is N62467-01-R-3150 and is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. This requirement is issued on an unrestricted basis. NAICS 532412, Construction Equipment Rental and Leasing, with a size standard of $5,000,000 applies. The Government requires rental of construction equipment for a three month period beginning 12 May 2001 delivered FOB Destination to Public Works Center, 310 John Tower Rd, Pensacola FL 32508 and includes an Option to Extend the rental period for an additional month (from 12 Aug through 11 Sep 01) pursuant to FAR Clause 52.217-8, Option to Extend Services (Nov 1999). The Contracting Officer may exercise the option by written notice to the Contractor within 15 days of expiration of the three month rental term (12 May 01 through 11 Aug 01). The Government requires the contractor to provide correction of mechanical problems of equipment during the term of the contract. Contractor must be able to respond to a service call within two (2) hours. Contractor shall replace any equipment not restored to service within 24 hours of notification of mechanical problem. All equipment shall have enclosed cabs with air conditioners. Pricing shall be at a monthly rental cost, inclusive of service calls and repairs to equipment. There are ten (10) contract line items as follows: 0001: Rental of one (1) each 80,000 lb crawler excavator equipped with boom and crowd arm with concrete crushing shear attachment mounted to the crown arm. The shear attachment shall be a 7000 lb LaBounty Model UP40 Universal Processors with Demolition Jaws or an equal meeting the following specifications: excavator weight appox 68,000 lb, 32 ton, attachment weight including jaw set 7185 lbs, 3259kg(approx), jaw opening 36", jaw depth 35", attachment reach 6'6", appetite guide for concrete 24", I-Beam 10", and solid round 2 ". 0002: Rental of one (1) each 45,000 lb crawler excavator equipped with boom and crowd arm with concrete breaking attachment mounted to the crowd arm. The concrete breaking attachment shall be an Indeco Model 2500HD or an equal with the following capacity: operating weight of 3300 lb, minimum carrier weight 38,000-60,000 lbs, tool diameter 5.1", hydraulic flow 33-41gpm, pressure to breaker 1575-1900 psi, pressure to carrier 2400 psi, impact frequency 400-850 bpm. 0003: Rental of one (1) each 45,000 lb crawler excavator equipped with boom and crowd arm with heavy duty bucket and demolition thumb. 0004: Rental of two (2) each off road dump trucks with 25 ton capacity. 0005: Rental of one (1) each crawler dozer with minimum of 185 horsepower. 0006: Option 1 -- Equipment same as line item 0001. 0007: Option 1 -- Equipment same as line item 0002. 0008: Option 1 -- Equipment same as line item 0003. 0009: Option 1 Equipment same as line item 0004. 0010: Option 1 Equipment same as line item 0005. The provision at FAR 52.212-1, Instruction to Offerors-Commercial Items applies. Offers will be evaluated based on (i) price, (ii) past performance and (iii) technical capability to meet the Government requirement and will be evaluated in accordance with FAR 13.106. Any offer submitting equipment other than the brand name specified shall submit catalog specifications and/or other data demonstrating that the offered equipment is equal to the brand names specified. The offeror shall submit three references over the past five years which demonstrates similar equipment and services comparable to the present acquisition. The clauses at FAR 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5, Contract terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this acquisition. FAR clauses 52.212-5 (b)(12)(13)(14)(15)(16)(22)(24) and 52.212-5(c)(1)(2)(3) apply to this acquisition. By addenda, FAR clause 52.223-3,DFARS Clause 252.204-7004 Central Contractor Registration, and NAVFAC Clauses 5252.201-9300, 5252.212-9300, are included. DOL Wage Determination 94-2121 (REV 14) for Heavy Equipment Mechanic specifying hourly wage rate of $17.84 applies to this acquisition.
