- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is Request for Quotation No. 01SQ340185 which incorporates all provisions and clauses in effect through Federal Acquisition Circular No. 97-23. This is unrestricted and all responsible sources will be considered by the Agency. The Northern American Industry Classification System (NAICS) code is 421810 and the size standard is $5 million. The contract line items are as follows: (1) Foremost Drill Rig (1) ea, $______per week; (2) Freight if any $ _________ (3) Technical Advisor, $______/week. The work schedule is 4days/week, 10 hour days. The requirement is as follows: The Bureau of Reclamation (BOR), Yuma Area Office, Yuma Arizona has a requirement to lease a Dual Rotary Drill Rig, Foremost DR-16 for drilling a 600' water well to accept 10" well screen using the pull back method for installation . The Government believes that only one source can provide the dual rotary rig. Firms that believe they can provide a drill rig that is equal to or better than the above referenced equipment and want to be considered for this procurement must provide the following: (1) written supporting evidence that they can furnish the required rig; (2) all supporting documentation i.e., brochures, catalog cut sheets; and (3) any other pertinent information. The Contractor shall supply all necessary support equipment to make a working system, and one qualified technical advisor driller for the duration of rig lease. The qualified driller will serve as a technical advisor on the operation of the rig for at least three government drillers. The Contractor shall be responsible for overseeing the installation of the well which includes drilling and installing well casing, installing well screen with pulling back, and developing of well, and placement of well screen to assure most water production available is achieved. The Contractor shall be certified to drill in the State of Arizona and be knowledgeable with soil conditions of the area. The Government will supply well screen and casings as required The Contractor shall: (1) Transport the equipment to the jobsite. (2) Provide on-site training on the operation of the equipment. (3) Transport equipment to contractor's destination upon completion. Delivery is desired 1 week after award to the Yuma Area Office, 7301 Calle Agua Salada, Yuma, Arizona; however alternate delivery dates will be considered. All freight costs associated with the delivery and return of the equipment shall be included in the line item for freight. Provision at 52.212-1, Instructions to Offerors -- Commercial, Provision 52.212-2, Evaluation -- Commercial Items is applicable to this RFQ. Evaluation factors are as follows: Technical, Delivery Date, Price, and Past Performance. Offerors shall submit the following for past performance evaluation (1) list of three relevent contracts in sufficient detail that describe the work performed. Include customer name, contact point and telephone number, contract amount and the actual or estimated completion date. Work should either be ongoing or completed within the past three years. Offerors should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition with no addenda. Clause at 52.212-5, Contract Terms and Condition Required To Implement Statutes or Executive Orders -- Commercial Items, applies to include paragraph 11, 12, 13, 14, 15,17 (iii). As part of the determination of responsibility, the government reserves the right to visually evaluate equipment at offeror's plant or site to determine offeror's capability to provide equipment that will perform according to contract requirements.
