- Description
- The National Park Service, Department of the Interior, is soliciting proposals from construction firms having the capability to perform the work described below. A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The Government will consider an offeror's technical capability in comparison to its price, with greater emphasis given to an Offerors technical capability. The scope of this contract is to install an air injection/vapor extraction in-situ remedial system to remove gasoline and diesel contamination from soil and groundwater at the old fuel tank farm site and the utility building. The air injection component of the system is comprised of a series of air injection wells that blow air into the vadose zone and sparge air into the groundwater, volatizing the contaminants. The vapor extraction component of the system is comprised of several wells, which use a subsurface vacuum system to extract the volatized contaminants. The wells will be connected to blowers stored in an environmental shed, located behind the former tank farm area. A smaller environmental trailer will house the blowers at the utility building. The contaminant vapor stream will be diluted prior to venting to the atmosphere. Ground water and vapor contaminant levels will be monitored throughout the first year of operation by the contractor, to optimize system performance. The project is located at Glacier Bay National Park approximately ten miles from Gustavus, Alaska. The location within Glacier Bay National Park is a high visitor traffic area, which will be open to the public during construction, requiring measures to insure that construction impact on the visitor's experience is negligible and environmental resources are protected. The technical qualifications of firms submitting proposals for this project will be evaluated using the following criteria (listed in descending order of importance): 1) Specialized experience and technical competence of offeror's project team on comparable projects, 2) Past performance of members of the project team on comparable projects 3) Specialized experience and technical competence of project team key personnel on comparable projects 4) Project management philosophy and operating procedures of the firm, 5) Business References. It is anticipated that this solicitation will be issued electronically on/about May 1, 2001 on the Department of Interior's Business Opportunities website, at http://ideasec.nbc.gov Paper copies of this solicitation will not be made available. It is anticipated that the Department of Interior will be conducting all future business opportunities via electronic commerce. Prospective Offerors desiring to conduct business with DOI should register at the FedBizOps link below. Proposal documents will be made available in Microsoft Word, HTML and Adobe PDF. Specifications will be available in Adobe format, and drawings will be available in TIFF format. Offerors wishing to receive notification of changes to the solicitation must revisit the website at http://ideasec.nbc.gov on a periodic basis to check for the most recent amendment, as applicable. Offerors may also register at http://www.FedBizOps.gov No other notifications of updates will be sent to prospective offerors. The construction magnitude of this project is $500,000 -- $1,000,000. The time for completion of this project is 219 calendar days after issuance of the notice to proceed. Contractor will not be allowed to mobilize or perform any work at the site prior to August 15, 2001. There are potentially two or more other construction contracts in the immediate vicinity of this project which may be in progress during execution of this work. Work must be coordinated to minimize interference with other contractors. A site visit is tentatively scheduled on/about May 15, 2001. The exact time and location of the site visit will be identified in the Request for Proposal (RFP). The exact due date for proposals will also be identified in the RFP. All responsible Offerors may submit an offer that will be considered.
