Description

The General Services Administration (GSA), Federal Technology Service (FTS), Greater Southwest Region (New Mexico, Texas, Oklahoma, Louisiana, and Arkansas) is issuing a sources sought synopsis for the following product and services: (1). High quality voice and data satellite-based service from a hand held cell phone-like device which does not require that it be pointed in any particular direction except, upward. (2). The service should be available on any of the 6 major continents where there is co-visibility between the user and a gateway to the PSTN. (3). The service shall be licensed and legal for every country in which it is used. (4). The service shall support path diversity as a means for maximizing link availability. (5). The service shall interface with a means for providing end-to-end encryption. (6). The supplier shall price and supply the following hardware: (a). hand held tri-mode phone usable with terrestrial CDMA and AMPS and satellite digital voice and data service (b). hand held dual-mode phones usable with GSM terrestrial and satellite digital voice and data service (c). fixed phones with IS 41 call model (d). fixed phones with GSM call model (e). car kits with hands free and computer interface capability (f). portable solar cells for operation of the phones cited above (7). Encryption shall be offered when available. (8). Service shall include: (a). Voice Telephony (b). Packet Data Services at a minimum of 9600 bps. (c). Short Messaging service (d). Voice Mail service. Concerns having the ability to provide the above mentioned services are requested to give written notification to the acquiring office listed in this notice by May 15, 2001. The requirement is for commercially available equipment and nationwide services for the Greater Southwest Region of GSA, FTS only. It is the Government's belief that the service described above is only available from one source. This is not a formal solicitation. However, concerns that respond should furnish detailed data on their capabilities that meet the criteria above.
