- Description
- PURPOSE: The purpose of this contract is to foster and support community level technical assistance on the development of an appropriate longer term local crisis mental health services program for school-related violent incidents. The immediate mental health response has clear implications for development of an effective long term mental health recovery protocol. Therefore, emphasis would be placed on the relationship between immediate response mental health interventions and longer-term mental health programs, including a seamless transition from the immediate response to longer term mental health recovery. The central focus of this project will be on developing guidance materials that can be used to enhance community-based capacity to establish an effective longer term mental health response to the needs of victims of school violence. STATEMENT OF WORK: The contractor shall: 1) Review five to eight manuals and protocols to determine what is currently available for immediate response in the field, and the relationships of these protocols, if any, to longer term mental health issues. 2) Review research previously conducted as a result of established immediate response protocols. 3) Identify twelve to fifteen key members of the school community who have experience preparing for or responding to a school violence incident, including but not limited, to local mental health providers, school administration, school mental health providers, medical practitioners, crisis counselors, law enforcement, emergency management, etc. 4) Based on the knowledge gained from Tasks (1) -- (3), the contractor shall create program guidance materials for local school districts, school administrations, emergency responders, local victim assistance programs and the local mental health providers that will foster and support community level technical assistance on the development of an appropriate local crisis mental health response plan for school-related violent incidents. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST BY RESPONDING TO THE REQUIREMENT WITHIN 10 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. NO SOLICITATION IS AVAILABLE.
