Description

The Health Resources and Services Administration (HRSA) proposes to negotiate a contract on a sole source basis with the National Committee on Quality Assurance (NCQA), 2000 L Street, N.W., Suite 500, Washington, D.C. 20036, for a study which will develop a set of performance measures regarding access to behavioral health care services. The results of this project will provide HRSA funded programs and the larger health care delivery system with measures of access to behavioral health care services that can be integrated into accreditation standards as well as national standards for performance measurement. The National Committee on Quality Assurance is uniquely qualified to perform this work because they are the only organization that has sole access to its proprietary Health Plan Employer Data and Information Set (HEDIS) and Managed Care Organization/Managed Behavioral Health Organization (MCO/MBHO) accreditation surveys. There are no other sets of accreditation survey information in existence outside the NCQA MCO and MBHO accreditation surveys that provide comprehensive, current information about the performance of managed health care and managed behavioral health care plans against standards of qualtiy. Based on the above, the National Committee on Quality Assurance, is the only responsible source capable of providing the required work and services as set forth in 41 U.S.C. 253(c)(1) -- only one responsible source. A Justification for Other than Full and Open Competition has been prepared by the Government.
