Description
The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to negotiate a contract for the acquisition of Commercial-Off-The-Shelf (COTS) Portable Oxygen Regulator Test Stands (PORTS) for test Aviator's Oxygen Breathing Regulators. The requesting authority for the PORTS is the Cryogenics Support Equipment Team in support of the V-22 Program at the Naval Air Warfare Center Aircraft Division, Lakehurst, NJ (NAWCADLKE). The PORTS will be procured using the Standard Form 1449, Solicitation/Contract/Order for Commercial Items, which includes a Statement of Work (SOW), Performance Specification, and Contractual Data Requirements Lists (CDRLs) for data item deliverables. The Government intends to procure as a small business set aside. Award will be made based upon Best Value. Technical, Bid Sample Testing, Price, Life Cycle Cost and Past Performance are included in the Best Value determination. Offerors will be expected to provide Life Cycle Costs (LCC) and Maintenance Support Concept information as part of their technical proposal. The PORTS is to be procured as a Non Developmental Item (NDI) and/or Commercial off The Shelf (COTS) item. The total inventory objective will be procured under a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity Contract consisting of a basic (minimum quantity) award and maximum estimated quantity. Prior to contract award, contractor bid samples will have been evaluated by the Navy through the conduction of Bid Sample testing in accordance with the Performance Specification testing requirements. The offerors will be requested to submit one (1) each PORTS Bid Sample Unit, within three (3) months of the solicitation issue date. The Government will NOT accept electronic offers.
