Description
Notice of intent to procure on a sole source basis GKI panels and mounting kits from General Kinetics, Incorporated (GKI), Chantilly, VA. This acquisition will be conducted pursuant to FAR 13.5 Commercial Item Test Program. Government Furnished Information (GFI) already delivered to the shipbuilders was developed using GKI cabinets and associated mounting hardware. In order to maintain consistency throughout the Radio Communications System (RCS) and Ships Signal Exploitation Space (SSES), GKI accessories are necessary. Additionally, panels and mounting kits are required to fit existing racks that are installed. This not only reduces the non-recurring engineering costs, but also precludes additional SPAWARSYSCEN Charleston efforts to supply information to the vendor. Similar systems developed using GKI components have met or exceeded performance requirements and were found to be cost effective and reliable. GKI is the only known source that is compatible with design/integration requirements. General Kinetics, Incorporated (GKI) is the sole manufacturer and holds the patent rights to the equipment being procured. As such, it is the only source available for these items. Additional costs would result due to the necessity to alter GFI, configuration documentation, and shipbuilders' engineering drawings and documents. At this time, there are no other manufacturers that have a system certified to meet new ship construction technical specifications. Competition can only be obtained after other manufacturers test their systems to provide certification that they meet the specifications. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. See Numbered Note 22. A Determination by the Contracting Officer not to compete this proposed action based on responses to this notice is solely within the discretion of the Contracting Officer.
