- Description
- The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures with Perkin Elmer Instruments, 761 Main Avenue, Norwalk, CT 06859-0010 for the acquisition of a Turbomatrix Thermal Desorber System. This is an upgrade of Perkin Elmer Instrument, Automated Thermal Desorption System. The system has design features that are specific & unique to Perkin Elmer Instruments, Turbomatrix Thermal Desorber System. In order to meet the requirements of our laboratory, the system must have all of the technical specifications shown below:(1)Operates automatically to move sample tubes into position in the instrument to thermally desorb VOCs from sorbent tubes by backflushing the sorbent tube with a fast temperature ramp: (2)A Temperature profile comparable to that of the Perkin Elmer Model ATD-400: (3) Capture VOCs desorbed from the sampling tube on a downstream sorbent trap packing with a neutral carrier gas to a ATD-400; (4) Automatically dry purge the sorbent trap packing with a neutral carrier gas to a system vent at selectable flow rates over a typical range; (5)A temperature profile comparable to that of the ATD-400;(6)Split flow at the tube and trap exit locations to accommodate the flow rate restrictions compatible with breakthrough characteristics of the sorbent and optimum thermal release of VOCs from trap to a downstream gas chromatograph. The EPA has identified Perkin Elmer Instruments the only firm with the required technical specifications i.e. FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy Agency requirements".
