Description

NASA/GSFC plans to issue a Request for Quotation (RFQ) for one (1) each Laser, ND;YALO, operating at 539 nm, output energy 250 microjoules per pulse at 1000 Hz repetition rate, conductively cooled, head fiber coupled to diodes/power supply, packaged for use in ER-2 Aircraft environment. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the item from Lite Cycles, Inc. Tucson AZ 85745. Lite Cycles, Inc. is the only company capable of producing a compact, conductively cooled laser system for use on the ER-2 aircraft. Laser system must operate in environmental temperatures of -20 to +40 degrees C, Lite Cycles is the only company that can supply a system that can meet these needs. The power supply must be physically seperate from the laser head (power supply must mount approx. 2 meters from the laser head) and power supply must fit in a 17" wide rack mount. The weight of the laser head should be no more than 8 lbs, and the power supply no more than 30 lbs. The size of the laser head cannot exceed 20 cm wide by 20 cm tall by 40 cm long. Lite Cycles has developed a proprietary design that meets all the requirements of this system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 11, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
