- Description
- The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate a commercial item (FAR Part 12) sole source contract with Varian NMR, Inc., Palo Alto, California (contingent upon JOFOC approval), and pursuant to 41 USC 253(c)(1) and under the authority of FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. NIEHS has a requirement to upgrade the existing Varian Unity 500 NMR Spectrometer to an INOVA 600 Spectrometer. The required upgrade of the existing Varian Unity 500 NMR spectrometer to an INOVA 600 NMR spectrometer must be capable of implementing ALL of the modern multi-dimensional pulse sequences needed for protein structure determination. These include, but are not limited to, HNCO, HNCA, CT-HNCA, HN(CO)CA, CT-HN(CO)CA, CBCA(CO)NH, HNCACB, (H)C(CO)NH-TOCSY, H(CCO)NH-TOCSY, HCCH-TOCSY, multi-dimensional 15N and 13C-edited and filtered NOESY, etc. The system must provide outstanding sensitivity as indicated by the following specifications. The combination H-1{C-13, N-15} triple resonance probe with z-gradient, RF system, Proton/Fluorine GaAs FET preamplifier/receiver system, and 40 channel Ultra nmr shims, or equivalent must demonstrate the following minimum specifications: Resolution and Lineshape Proton (1% CHCl3) spinning non-spinning 50% less than 0.45 Hz less than 0.65 Hz .55% less than 5.0 Hz less than 6.0 Hz .11% less than 10.0 Hz less than 12.0 Hz Sidebands less than 1% Signal/Noise 1H Sensitivity greater than 1200/1 (0.1% EB in Wilmad 535-PP tube) Pulse Performance Channel/Sample Ninety Degree Pulse Width Proton/0.1 % Ethylbenzene less than 7 microsec at 30 W Carbon-13/1 % Iodomethane less than 15 microsec at 250 W Nitrogen-15/2 % 15N-benzamide less than 39.5 microsec at 250 W RF Homogeneity Channel/Sample Homogeneity Proton/0.1 % Ethylbenzene 450 /90 greater than 80% 810 /90 greater than 70% C-13/1% Iodomethane 360 /0 greater than 80% 720 /0 greater than 70% N-15/2 % 15N-benzamide 360 /0 greater than 80% 720 /0 greater than 70% Gradient Strength: at least 60 Gauss/cm Gradient Recovery: less than 50 microseconds Variable Temperature Range: -20 C to 80 C Sample Volume: 600 microliters with 5 mm standard tubes 330 microliters with 5 mm Shigemi tubes The 600 MHz NMR spectrometer must include the following components: 1. Actively shielded 14.1 Tesla, 51 mm bore Oxford magnet. The magnet must have a liquid helium hold time of at least 120 days, a drift rate (1H NMR) of no more than three Hz/hour and must include helium and nitrogen level sensors. The magnet must include an anti-vibration system to eliminate effects of vibrations on the spectra. 2. Magnet system should include a set of 40 channel shims to provide very high field homogeneity. 3. Three rf channels with pulse shaping, amplitude, and phase modulation capabilities. Phase shifts of the rf must be under computer control and must include 90 and 0.25 steps. RF must have linear amplitude modulation with a 60-db range and scaling in 1 dB steps. If the NMR rf bandwidth is covered in two ranges, there must be automated switching between highband and lowband observe experiments, as well as automated preamplifier selection. 4. The system must include a deuterium lock with quadrature detection for high sensitivity, which is compatible with pulsed field gradients and deuterium decoupling. The system must include a deuterium automation module to allow for automated RF signal routing for deuterium gradient shimming and deuterium decoupling. 5. System should include an acquisition computer compatible with 12.5-ns resolution data acquisition, and a 16 bit ADC for high dynamic range performance. Digital filters should allow sampling at a rate up to 400 kHz in quadrature. System should allow frequency-shfited quadrature detection capability for elimination of zero-frequency and quadrature detection artifacts. 6. System should include a complete set of manuals and documentation of instrument electronics, installation instructions, magnet diagrams, etc. System should include all operating software as required for both the master computer and the acquisition computer. All licenses required for computer software should be included. 7. The lock, shim, phase, gain, should be automated. 8. System should include two full band RF channels, 20 -- 600 MHz, with observe, pulse, and decouple capabilities. RF should be adjustable to 0.1 Hz resolution. The RF channels should include linear RF amplifiers, capable of delivering 50 Watts (550 -- 650 MHz), 300 Watts (6 -- 200 MHz), or 150 Watts (200 -- 245 MHz). The Broadband amplifier should include an active T/R switch. The system should include high sensitivity, low noise GaAs FET preamplifier for 1H/19F with active T/R switch. A third, low band RF channel should cover the range of 20 -- 300 MHz to allow observation of 15N -- 31P nuclei. The broadband linear amplifier in this channel should be capable of delivering 300 W (12 -- 200 MHz range), 150 W (200 -- 245 MHz range) 9. The system should include RF attenuator module for the third and fourth channel to provide four 79 dB RF attenuators, one for each RF channel, up to a maximum of four channels. 10. The system should include a digitally preprogrammed phase modulator which can be used to implement WALTZ, GARP, XY32, MLEV16, and other decoupler modulation schemes for each rf channel. 11. The spectrometer should include three waveform generators (one for each rf channel). 12. The system should include a Variable Temperature unit to provide computer-controlled liquid sample temperature management from -- 150 C to + 250 C, with 0.1 C resolution. Liquid sample variable temperature stability should be +/- 0.1 C from -4 C to + 60 C when utilized with a Varian VT liquid sample probe. It should provide computer-controlled solid sample temperature management from -- 125 C to + 125 C with 0.1 C resolution when used with Varian solids probes. 13. System should include a pulsed field gradient module capable of generating > 60 Hz/cm gradient when used with a Varian probe containing a z-gradient coil. 14. System should include a 5 mm pulsed field gradient triple resonance probe and associated triple resonance filter kit. The probe should be proton observe, and have capability for indirect detection of carbon-13 and nitrogen-15 simultaneously. 15. Computer/monitor/printer/ethernet cables to connect the computer to the NMR spectrometer. Computer should have a speed of greater than 400 MHz, and have at least 128 MB memory, 20 GB EIDE internal hard disk, 1.44 MB floppy drive, 3 PCI slots, 10/100Base-T Ethernet, 2MB Video RAM, 24-bit PGX Graphics, two serial and one parallel port, CD-ROM. Monitor should be at least 17" color, with resolution at least 1152 X 900 pixels. System must include both SCSI and Ethernet interfaces for a networked spectrometer. 16. System should include ALL cables required for rf, electric, and computer interfaces. A justification for other than full and open competition has been prepared to support this procurement. Interested parties who believe they are qualified to perform this effort must submit a written narrative statement of capability within 15 days of this notice to Pamela Evans at the above address for consideration by the Agency. Responses must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. This is not a request for competitive proposals. NIEHS anticipates the award of a fixed price contract. NAICS No. 334516 applies, with a size standard of 500. If no affirmative responses are received within 15 days of this notice, the Government will proceed with the procurement of these services with Varian NMR, Inc. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Issue Date: 05/15/01.
