Description
This contract is for accredited educational and non-profit institutions to provide student services to support Government research and developmental projects in the San Diego commuting area. The contractor shall provide responsible technical and analytical support in the disciplines of physical and non-physical sciences, mathematics, statistics, engineering, computer sciences, public health, exercise physiology, foreign language translation, library sciences and library research. Work shall be in accordance with tasks as ordered on individual delivery orders for specified scientific research projects such as: (1) Performing human engineering, psychological, physiological and/or behavioral (human and/or animal) studies. (2) Collecting, developing, analyzing and scoring performance data; developing interview and questionnaire forms; developing instructional media material for pilot studies; and/or administering tests to military or civilian personnel. (3) Performing literature searches and reviews; compiling and cataloging background material; and/or preparing summaries and bibliographies. (4) Translating foreign language editions of scientific papers, journals and documents. (5) Reviewing, analyzing and documenting specific operational procedures; and/or performing feasibility studies. (6) Performing data conversion and coding, and/or data analysis and data reduction. (7) Preparing engineering drawings and schematics. (8) Designing, fabricating, testing, documenting circuit cards/boards and/or other specifically delineated developmental hardware. (9) Analyzing charts, aerial photographics and maps utilizing photogrametric and cartographic techniques. (10) Conducting physiochemical experiments and measurements, analyses, test and evaluation. (11) Designing, exercising and/or testing models utilizing stimulation, simulation, emulation, numerical and statistical analyses techniques. (12) Designing, developing, testing computer modeling, architecture, or graphics and/or developing computer vision (CADCAM) libraries and databases. (13) Conducting software engineering experiments, studies, measurements, analysis, test and evaluation, or other developing, testing, and documenting in the computer science field. (14) Designing, developing, testing or reviewing and analyzing large-scale database structures, data correlation and conversion techniques. (15) Developing WWW applications and pages. Installing and integrating software applications and hardware components. Resolving workstation hardware and software challenges. The Government contemplates award of a hybrid IDIQ/CPFF/FFP contract with a one-year base period and four one-year options for a period not to exceed five years and estimated 382,400 hours over the five years. Contract is anticipated to be awarded with a start date of 01 September 2001. No hard copy versions of the Request for Proposals (RFP) will be available. See Note 26.
