Description
The National Archives and Records Administration, (NARA) intend to award a requirements contract for Motion Picture Film and Video Duplication Services to make historical records, which exist in many forms including machine-base audiovisual records like motion picture films and videotape recordings, available for use by the public and by other federal agencies. As a preservation policy for its original archival items, NARA does not use them as duplication masters for repeated reproduction purposes but rather creates from them an intermediate copy to serve thereafter as a duplicating master. NARA has intermediate copies of much of the material in the film and videotape holdings of its Special Media Archives Services Division. However, this solicitation, seeks not more than two contractors that will produce additional film-to-videotape and videotape-to-videotape intermediates (hereinafter referred to as "electronic intermediates" or "EIs"). These intermediates will then be used to satisfy requests from NARA's customers for copies of items that presently have no existing intermediate copy. Under the provisions of this contract, the successful bidder(s) will now be requested to make these EIs on a customer-requested basis. The newly made EI will then be used by private sector laboratories who participate as "Memorandum of Agreement Vendors" (MOA's") with the Special Media Archives Services Division who will make customer copies. NARA does not construe a video intermediate to be an archival copy of an original motion picture or original videotape, but only a means to facilitate and expedite customer requests for copies. These videotape intermediates will be paid for by customers but will become the property of NARA after they are created. Therefore, it is NARA's customers who will request the making of an EI from the successful vendor(s). For the safety of the unduplicated copied identified as "original films" and "original videotapes", it is in the best preservation interest of NARA's records that this requirement be awarded to a nearby (Washington Metro area) contractor in order to eliminate the potential for loss or damage if distant laboratories are used. Distant laboratory shipments will subject the original films and videotapes not only to local and possible long distance over-the-road travel but also to distribution center warehousing and transportation in cargo aircraft. This requirement will consist of a base year with four option years. NAICS code 512199 (SIC7819). Solicitations anticipated issue date during the month of May 2001.
