- Description
- DESC: This is a combined synopsis/solicitation for purchase of a chiller replacement and installation of chiller in accordance with the format in FAR Subpart 12.6 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This solicitation also has an Option #1, which allows for the procurement of a second unit. The solicitation number is RFQ-R5-01-20-018. The solicitation is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-21. This procurement is set-aside for small business concerns. The small business size standard is 500 employees. The NAICS Code applicable to this RFQ is 421720. The U.S. Forest Service proposes to procure a chiller replacement for an existing unit.. All components and material to be used shall be new and unused. ITEM 001: Replacement unit for existing USFS 50 ton chiller,with the same type unit. Unit to be a Trane Model # CGAFC 504, 50 ton (nominal) with Micropressor Control Panel (English display), Scroll Compressors, 460/60/3 phase power supply, control power transformer and field installed flow switch. A Trane is required to assure system and operational compatability with remaining Trane components.The Forest Service will provide forklift to unload unit, and the contractor shall coordinate the work, scheduling and traffic control with the Contracting Officer. ITEM 002:Chiller Installation/Removal Remove existing 50-ton chiller and install a new 50-ton chiller. The work shall include but not be limited to: removing the old chiller, reclaiming the freon and oil and disposal off site, salvaging useable parts, including: removal of the existing digital temperature control, compressor and fan motors, and turning these parts over to the Forest Service, disposing of the old chiller (off Government property); installing the new chiller, in accordance with all applicable codes and regulations and in accordance with the manufacturer's installaion instructions. The unit start-up shall be performed by a certified Trane represntative to assure the chiller is fully functional. Prior to requesting final inspection and payment, throughly clean the area and remove any construction debris, packing, and the like and dispose off Government property. In addition to the manufacturer's warranty, the Contractor shall warrant the installation in writing for a period of one year after final acceptance. The warranty shall cover all labor, equipment, tools, materials, and incidentals necessary to make repairs and restore the chiller to fully functional. ITEM 003: Option #1 The Forest Service reserves the right of procuring another unit within 12 months. This option would have to meet the requirements stated above in Item 1 and Item 2 and be priced seperately. All the above specifications are considered mandatory and must be met by an offeror's product in order for the product to be considered. Failure to meet any of the above specifications will eliminate that particular product from further consideration. DELIVERY REQUIREMENTS: The unit shall be delivered to Administration Building, Northern California Service Center (NCSC), 6101 Airport Road, Redding,CA. 96002. Contractor to provide best delivery schedule. The Government's minimum delivery schedule is 45 days after award of contract. DESCRIPTIVE LITERATURE: Contractor to provide descriptive literature of proposed make and model to be furnished in accordance with FAR Clause 52.212-1 "Instructions to Offerors -- Commercial Items" section b(4). Failure of an offeror to submit descriptive literature for a proposed product will result in that product being rejected from further consideration. Further, descriptive literature which fails to show that the proposed product complies with the requirements stated above will result in the rejection of that product. EVALUATION INFORMATION: The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation and will be most advantageous to the Government. Quotes in response to this solicitation will be evaluated using the following factors: (i) past performance of contractor and (ii) price, in descending order of importance. Contractor must meet all the requirements detailed within this solicitation. Proposal Preparation Instructions: The provision at 52.212-1, Instructions to Offerors -- Commercial Items, applies to this acquisition. Offerors shall provide firm fixed-prices for Item 001: One (1) Trane 50-ton chiller, and Item 002 Chiller installation/Removal, and Item 003: Option #1-Quantity of One (1) Trane 50-ton chiller and Chiller installation/Removal, priced separately. Shipping charges, if any, must be added as a separate line item. Successful contractor must meet all the responsibility requirements of Subpart 9.1 of the Federal Acquisition Regulation (FAR). A written notice of award or acceptance of offer, mailed or otherwise furnished to the successful offeror, shall result in a binding contract without further action by either party. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their response. The following clauses also apply: 52.212-2 Evaluation -- Commercial Items; 52.212-4, Contract Terms and Conditions -- Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, and 52.214-21, Descriptive Literature.
