- Description
- The U.S. Department of Energy's National Energy Technology Laboratory has a requirement for one Mass Spectrometer that can meet the following specifications: 1. The mass spectrometer shall employ magnetic sector scanning technology for maximum stability and calibration intervals. All peaks over the entire mass range of the mass spectrometer shall be capable of being monitored with a single Faraday detector rather than requiring multiple detectors and a limited magnet scan range. 2. The mass spectrometer shall be capable of automatically selecting from among at least 32 different inlet streams under software control. 3. The mass spectrometer shall be designed and built to ISO 9001 standards. 4. The mass spectrometer shall be provided with a general- purpose 4-way calibration panel. This is required to allow the mass spectrometer to automatically shut off gas streams from inlets when they are not being sampled. 5. Gases shall be detectable from 100% to better than 20 ppm using a Faraday detector. The following items are either clarifications or enhancements to our cancelled solicitation S0100187. 6. The mass spectrometer will be used to monitor headspace in fermentation reactors at atmospheric pressure. It must therefore include accessories required for sampling gases at ambient pressure. 7. The price of the mass spectrometer shall include the initial installation and testing by the vendor and travel costs associated with the installation, and two copies of the operating manuals. The installation, testing, and travel shall be shown as separate line items in the proposal. 8. The mass spectrometer shall be capable of unattended stand-alone operation in rigorous industrial environments and must maintain 1% absolute accuracy and stability, without recalibration, during a temperature variation of 20 degrees F over 12 hours, for all peaks with normalized concentrations greater than 1% volume concentrations in the absence of interfering peaks. In climate-controlled environments, the same accuracy and stability shall apply for a period of at least 24 hours. 9. The mass spectrometer shall be capable of being subsequently upgraded for dual detector (Faraday/Electron Multiplier) operation. The present request for bids requires a Faraday detector only. 10. The mass spectrometer shall include dual filaments, with automatic switchover to the remaining filament should the first filament fail, in order to minimize data loss during unattended runs. 11. The mass spectrometer shall allow at least 32 derived values to be calculated from raw data. 12. The mass spectrometer shall be capable of covering the mass range from 2 to 100. A low-resolution slit, with a mass resolution (defined as the mass at the center of the peak divided by the peak full width in mass units at half height) of 25 or less shall be available for peaks in the mass range of 2 to 20. A high-resolution slit with a mass resolution of 70 or more shall be available for peaks with masses greater than 20. Switchover from the low-resolution to the high-resolution slit shall be done automatically during runs in which both low-mass and high-mass peaks are monitored. 13. The offeror will supply details of its normal commercial warranty. The extent and duration of this warranty will be considered during proposal evaluation and may prove dispositive if proposal prices are within a 5% range. Quotations must include specification/design data and installation requirements. The vendor will provide instructions on the use of the equipment. This equipment must include a standard warranty on parts and labor. This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposal/bids are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ S010449) which is a replacement for cancelled solicitation S0100187. The provisions and clauses incorporated are those in effect through Federal Acquisition Circular #97-4. This solicitation is under the Simplified Acquisition Procedures (SAP) and is an unrestricted per FAR 19.507. The Standard Industrial Classification Code is 3826. This will be a Firm-Fixed price contract. All responsible sources who can provide and meet the above requirements may submit written quotations clearly marked with RFQ # S010449 by mail or fax (304-285-4683) to Peter Schuster, P.O. Box 880, MS 107, Morgantown, WV 26507-0880. Evaluation/award will be based on the technically acceptable quotation that offers the best value to the government. All offerers are hereby notified that if your proposal is not received by the date/time and at the location specified in this announcement it will be considered late/nonresponsive.
