Description
Sources Sought for telecommunications management and technical acquisition support to assist the US Dept of the Interior, Minerals Management Service, Gov.Works, Procurement Operations, in developing and introducing telecommunications acquisition services based on standard commercial offerings. NAICS Code is 541618 ($5.0M). Scope of the resultant telecommunications requirements package and contracts will include local service, dark fiber, web hosting, wireless, long distance, and direct access or point-to-point data circuits. Gov.Works is a Federal Franchise Fund Program authorized under the Government Management and Reform Act of 1994, which gives statutory authority for operating a fee-for-service administrative support service. Gov.Works provides acquisition support to all agencies of the Federal Government and District of Columbia Government. Gov.Works intends to ultimately solicit vendors to participate in multiple award ID/IQ type contracts for nationwide telecommunications services available to all Federal Government agencies. The successful support contractor will recommend a telecommunications business line for MMS/Gov.Works, based on its extensive knowledge of the telecommunications marketplace. The contractor will provide the following services: 1. Prepare MMS Telecommunications Business Plan to support acquisition of telecommuications services; 2. Conduct market research of Government agency telecommunications needs and requirements and assessment of nationwide competition available to respond to those needs; 3. Acquisition planning; 4. Prepare performance-based Statement of Objectives; 5. Structure schedule of services; 6. Design a share-in-savings plan that benefits all parties; 7. Prepare evaluation factors and plan; 8. Participate in technical review of proposals; 9. Pre-RFP pricing analysis; 10. Assessment of risks; 11. Vendor must have working knowledge of current telecommunications legislature and deregulation, FCC regulations, and state public utility commission (PUC) regulations and guidance. This acquisition is 100% set aside for Small Business. All expressions of interest shall be received within ten days after date of publication of this synopsis to be considered by the Government. Sources responding to this synopsis must indicate business size. The anticipated CBD release of a combined synopsis/request for proposal is May 11, 2001. A separate solicitation will not be released as all pertinent information regarding the requirement will be in the combined synopsis/RFP.
