- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this combined synopsis/solicitation is F29651-01-Q-0417 and is being issued as a request for quotation (RFQ). This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-24. This acquisition is a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 235210 with a dollar standard of $11.5 million. The SOW addendum to this combined synopsis/solicitation contains the statement of work (SOW) and other information necessary to quote on this requirement. Page 10 of the addendum contains a list and a description of the contract line items. This requirement will be solicited under FAR Part 12 utilizing commercial acquisition procedures, therefore the following provisions apply: 52.212-1, Instructions to Offerors -- Commercial items; 52.212-3, Offeror Representations and Certifications -- Commercial items; 52.212-4, Contract Terms and Conditions -- Commercial items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders -- Commercial items. The Contractor shall provide all personnel, transportation, tools, equipment, materials, supplies, supervision, administration and any other item(s) necessary to remove and dispose of lead-based paint and to apply/maintain protective coatings on exteriors of seventy-eight (78) housing units. The work consists of, but not limited to, removing loose and/or deteriorated paint, patching and preparing surfaces as required. Work also includes removal and disposal of all loose, visible lead-based paint chips in the work area, both existing and new as result of this work. The work also includes the application of various protective coatings and finishes to exterior surfaces. Work will be performed while the units are occupied. The anticipated award date is 1 June 2001. Telephone responses will not be accepted. Proposals will be evaluated based on price, past performance and technical expertise, with past performance and technical receiving more consideration than price.
