Description

This is a combined synopsis/solicitation for Brand Name or Equal for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is a request for quotation (RFQ). The solicitation number is F04700-01-T-0051. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. The standard industrial classification code is 3663. Place of delivery and acceptance is at Edwards AFB, CA, with an FOB destination. The Air Force Flight Test Center (AFFTC), Edwards AFB, CA has a requirement for the following Brand Name or Equal: 2 Each Rack Mount P/N R300/WVI (manufacturer Pelco); 1 Each Wide switchable 3-CCD Digital Color Camera P/N HV-D5W-1X6 (manufacturer Hitachi); 2 Each Color Television System P/N HV-C20/WI (manufacturer Hitachi); 2 Each Zoom Lens P/N C14X25B SNOS-21 WVI (manufacturer Fuji); Iris Control Interface P/N IMP-ESA/M1/WVI (manufacturer Western Video); 2 Each Pressurized Enclosure P/N EH8006-26/ES/WVI (manufacturer Pelco); 2 Each Sun Shield P/N SS8006-26/ES/WVI (manufacturer Pelco); 2 Each Mounting Mechanisms P/N ES/QUE/WVI (manufacturer Western Video); 2 Each Balanced Mounting Plates P/N QT-1WVI (manufacturer Western Video); 2 Each Camera/Lens Control Cable P/N CAE/P/CAM/CONT/WVI (manufacturer Western Video). The video/television system, including controls for the camera, and lens must have the capability to operate over slip rings. The optics has a site specific field of view requirements of .5H X .4V. Lens system must have auto iris and manual control. The video cameras must have 3 CCD color, 270 Mbs/Sec, real time D1 digital output (SMPTE259M-C), and NTSC analog output. It must not have a viewfinder. Required to have a 16:&4:3 aspect ratio. Total integration and on site proof of performance is required for the development of this new system. Transmit and receive video multiplexers must allow for digital and NTSC video to be combined on a single fiber. The digital video link conforms to CCIR601 and SMPTE 259M digital video standards while accommodating serial digitized and composite NTSC or PAL data formats. The Recorder/player must be capable of serial/digital 50 mbps, composite and component input and outputs, and must be controllable via RS232C or RS-422A. Video sampling 4:2:2 with 124 minute record time. Intraframe 3:3:1 compression, 8 bit sampling, digital S format.
