Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. AT15501 is being issued as a request for quotes (RFQ). RFQ AT15501 and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC)97-23. The associated NAICS code is 541710 and the small business size standard is 500 employees. The Centers for Disease Control & Prevention/National Center for Environmental Health, requires tripeptide nitrogen mustard adducts and albumin samples from human blood exposed to HN1 Bis(2-chloro-ethyl)ethyl amine CAS #538-07-8, HN2 Bis(2-chloro-ethyl)methyl amine CAS #51-75-2, and HN3 Tris(2-chloro-ethyl)amine CAS#555-77-1 and Propyl-nitrogen mustard (internal standard). The following tripeptide nitrogen mustard adducts will be derived from human serum albumin and delivered as neat compounds in screw?cap vials: 1) Cys(HN1)-Pro-Phe, 1 mg; 2) Cys(HN2)-Pro-Phe, 1mg; 3) Cys(HN3)-Pro-Phe, 1 mg; 4) Cys(Propyl-nitrogen mustard)-Pro-Phe, 1 mg. The results of mass spectral analysis will be provided for the above compounds. Albumin samples will be obtained from human blood after exposure to HN1, HN2, HN3 and Propyl-nitrogen mustard at the following concentrations: 0.1 mM HN1; 1 mM HN1; 0.1 mM HN2; 1 mM HN2; 0.1 mM HN3; 1 mM HN3; 0.1 mM Propyl-nitrogen mustard; 1 mM Propyl-nitrogen mustard. Exposed albumin samples shall be delivered as solids in 25 mg quantities in screw-cap vials. Mass spectral analysis shall be performed after Pronase digestion to verify the presence of the tripeptide adducts and the results will be provided. To the best of our knowledge, the tripeptide?nitrogen mustard adducts and albumin-nitrogen mustard adducts are specialty compounds not in general use. Additionally, the starting materials HN1, HN2, and HN3 are very reactive and extremely toxic. Only institutions involved in specific research projects associated with nitrogen mustards have the necessary training for the safe handling of these compounds. The method for measuring nitrogen mustard exposure in humans was developed at the Netherlands Organization for Applied Scientific Research TNO facility. Accordingly, the standards and quality control materials necessary to validate this method were also developed at this facility and these compounds are part of their inventory. Therefore, CDC believes that The Netherlands Organization for Applied Scientific Research TNO located in Lange Kleiweg 137, P.O. Box 45, 2280 AA Rijswijk, The Netherlands, is the only institution in possession of these materials. As a result, CDC intends to issue a sole source contract with this company. However, all responsible sources that can satisfy the above requirements may submit a quote, which will be considered by the agency. Quoters shall submit prices for one each of the following 12 items: 1) Cys(HN1)-Pro-Phe is a Bis(2-chloroethyl)ethylamine adduct of the tripeptide Cysteine-Proline-Phenanaline, formula: NH2CH[CH2SCH2CH2N(CH2CH3)CH2CH2OH]C(O)-Proline-Phenanaline(COOH); 2) Cys(HN2)-Pro-Phe is a Bis(2-chloroethyl)methylamine adduct of the tripeptide Cysteine-Proline-Phenanaline, formula: NH2CH[CH2SCH2CH2N(CH3)CH2CH2OH]C(O)-Proline-Phenanaline(COOH); 3) Cys(HN3)-Pro-Phe is a Tris(2-chloroethyl)amine adduct of the tripeptide Cysteine-Proline-Phenanaline, formula: NH2CH[CH2SCH2CH2N(CH2CH2OH)CH2CH2OH]C(O)-Proline-Phenanaline(COOH); 4) Cys(Propyl-nitrogen mustard)-Pro-Phe is a Bis(2-chloroethyl)proplyamine adduct of the tripeptide Cysteine-Proline-Phenanaline, formula: NH2CH[CH2SCH2CH2N(CH2CH2CH3)CH2CH2OH]C(O)-Proline-Phenanaline(COOH); 5) Human albumin-HN1 adduct at 0.1mM level is a Bis(2-chloroethyl)ethylamine adduct of human albumin at an exposure of of 0.1 mM of Bis(2-chloroethyl)ethylamine; 6) Human albumin-HN1 adduct at 1:M level is a Bis(2-chloroethyl)ethylamine adduct of human albumin at an exposure of of 1 :M of Bis(2-chloroethyl)ethylamine; 7) Human albumin-HN2 adduct at 0.1mM level is a Bis(2-chloroethyl)methylamine adduct of human albumin at an exposure of of 0.1 mM of Bis(2-chloroethyl)methylamine; 8) Human albumin-HN2 adduct at 1:M level is a Bis(2-chloroethyl)methylamine adduct of human albumin at an exposure of of 1 :M of Bis(2-chloroethyl)methylamine; 9) Human albumin-HN3 adduct at 0.1mM level is a Tris(2-chloroethyl)amine adduct of human albumin at an exposure of of 0.1 mM of Tris(2-chloroethyl)amine; 10) Human albumin-HN3 adduct at 1:M level is a Tris(2-chloroethyl)amine adduct of human albumin at an exposure of of 1 :M of Tris(2-chloroethyl)amine; 11) Human albumin-propyl-nitrogen mustard adduct at 0.1mM level is a Bis(2-chloroethyl)propylamine adduct of human albumin at an exposure of of 0.1 mM of Bis(2-chloroethyl)propylamine; 12) Human albumin-propyl-nitrogen mustard adduct at 1:M level is a Bis(2-chloroethyl)propylamine adduct of human albumin at an exposure of of 1 :M of Bis(2-chloroethyl)propylamine. Quoters shall also submit, as part of their quotes, the following information for evaluation (see evaluation criteria below): (a)Mass spectra of required nitrogen mustard-tripeptide adducts; and (b) list of projects involving the nitrogen mustards HN1, HN2 and HN3. Include in list of projects, name of company and complete address, name of contact, telephone and fax numbers, and e-mail address. CDC may contact some or all of the contacts listed to verify quoters' past performance. Quoters are responsible for providing accurate and complete information.
