Description
NASA/MSFC plans to issue a Request for Quotation (RFQ) for testing of damping seals. The primary objective of the testing is the identification of the seal's rotordynamic coefficients. Tasks: (1) Contractor shall perform calibration of standard test rig instrumentation. Standard instrumentation shall include transducers to measure pressure, flow, and temperatures. In addition to the standard instrumentation, the contractor shall calibrate instrumentation relevant to the calculation of rotordynamic impedance functions. This instrumentation includes the four internal Kaman proximity probes, four external proximity probes, three Kistler load cells, and four accelerometers. (2) Contractor shall perform all necessary facility maintenance required to support testing. This maintenance may include work on the steam turbine, filters, lines, valves and rig assembly/teardowns as necessary. (3) Contractor shall have a new lower hydrostatic bearing fabricated to support testing. Also, the contractor shall make the necessary modifications to the existing isogrid damping seal to allow the introduction of proximity probes. (4) Contractor shall perform testing on the isogrid damping seal (20 mil pocket depth) with the high preswirl shaft at seal pressure drops of 1000, 1500, and 2000 psi. Contractor shall also test the seal with shaft rotational speeds of 5000, 7000, and 9000 rpm at each pressure level. Testing shall be performed with static and dynamic excitation. (5) Contractor shall upgrade the system for recording dynamic measurements from analog to digital. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the service from Wyle Laboratories located in Huntsville, Alabama, pursuant to FAR 13.106 based on government-owned damping seal test rig, steam turbine, instrumentation, and other miscellaneous test articles located at Wyle to be used with key test components owned by Wyle Laboratories. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 17, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
