- Description
- Furnish a qualified production and pre-production crew to provide video production support services and pre-production services as required by the Defense Contract Audit Institute located at 4075 Park Ave, Memphis, TN 38111, to be used by the Defense Contract Audit Agency. Production services will be required from development of the project treatment; through incorporating acquired tape footage, graphics, effects and audio bed into a Beta Master suitable for replication and meeting the quality and content requirements of DCAI. Pre-production services include providing talent, wardrobe, makeup, props, and catering. The government estimates a requirement of six (6) productions per year, each having a typical development time of approximately (6) weeks. DCAI video programs are Category I (Non-Broadcast/Industrial/Educational Recorded Material) as defined by the Screen Actors Guild (SAG) and the American Federation of Television and Radio Artist (AFTRA). This acquisition will be conducted in accordance with FAR Parts 12 and 15. The acquisition will be obtained through the competitive negotiation process using the Lowest Price Technically Acceptable source selection process. Award will be a firm fixed-price requirements contract with a base year and four option years. The anticipated award date is 06/18/01. The following non-cost evaluation factors in descending order of importance are applicable to the evaluation of proposals along with price: (1) Technical, (2) Locality (The DCAI video production studio is located in Memphis, TN. Therefore, the contractor must be located within the Memphis, TN metropolitan area), (3) Past Performance. This will be a 100% Small Business Set-Aside procurement. To qualify as a small business concern, the concern must have had average annual receipts for the preceding three fiscal years not to exceed $21.5 million. The service to be procured under this acquisition is classified in North American Industry Classification System (NAICS) code 512191.
