Description
This modifies Solication Number 01M008565 in it entirety to read as follows: TITLE: Executive Leadership in State Mental Health Administration Purpose: The Substance Abuse and Mental Health Services Administration(SAMHSA), Center for the Mental Health Services, through Program Support Center, General Acquistion Branch plans to award a 12 month sole source Simplified Acquisition to the Harvard University, John F. Kennedy School of Government, 79 John F. Kennedy Street,Cambridge, Massachusetts 02138. The anticipated date of award is May 14, 2001. This Program for Executive Leadership in State Mental Health Administration has two specific aims: -- To enhance the leadership skills of State mental health agency directors and senior managers. -- To improve the managerial and program competence of state mental health agency directors and senior managers. The resulting training has focused on some of the most complex aspects of managing a State mental health authority. The curriculum typically includes the following subject matter: -- Management of change -- organizational strategy -- political management -- service delivery and operations -- policy design and analysis -- human resource management -- negotiations -- ethics and leadership Due to the projected turnover it is expected that, 20-25 commissioners will qualify for this training when it is provided in the Spring of 2001. STATEMENT OF WORK The Contractor shall provide new Commissioner training, an annual Commissioner's Enrichment Seminar and develop the requisite course materials for each training program. All reports, produced under this project shall be the property of the Federal government, which includes the Center for Mental Health Services (CMHS) and the Substance Abuse and Mental health Services Administration (SAMHSA). SAMHSA or CMHS may utilize, print, or disseminate such material without further charge. Specific Requirements Task 1: The contractor shall provide professional training services for newly appointed State/Territory mental health commissioners. Specifically, the contractor will provide training that explores major management and leadership issues facing new commissioners including; mission and values, internal anagement; working with consumers; families, and advocates; current thinking in the provision of services to persons with serious mental illness; health reform; the role of CMHS; working with the governor, legislature and media; and using data to effectively lead an organization. Task 2: Specifically, the contractor shall also provide for a forum where experienced commissioners share their pitfalls and successes. This training will be led by experienced current and former directors of state mental health series, adding outside resource faculty as needed. Task 3: Based on discussions with NASMHPD staff and representative State commissioners, the contractor shall propose to the project officer, a training curricula to be offered at the twice yearly meetings of NASMHPD. These Commissioner's Enrichment Seminars can focus on an array of topics such as Trends in Managed Care, Effective Use of Governing and Advisory Boards, and The Use of Outcome Measures. Task 4: The contractor shall provide an evening seminar during each of the twice yearly meetings of the National Association of State Mental Health Program Directors, (NASMHPD). This program will be offered to all State commissioners and senior managers attending the NASMHPD meeting. These seminars will include guest lecturers, case studies panel discussions or presentations on current management and leadership issues of interest to State commissioners. Task 5: The Contractor shall produce for the above courses a number of case studies, and other written materials to benefit new and current State commissioners and program directors. This material will then be made available to the National Technical Assistance Center (TAC) and the CMHS Knowledge Exchange Network (KEN) Web Site for wider dissemination. Task 6: The contractor shall arrange for all of the logistics necessary to implement theseactivities, including travel, hotel, per diem and arrangements for appropriate meeting rooms. Task 7: The GPO and Director of the Division of State and Community Systems Development will be informed 2 months prior to each seminar of the date and location of the seminar and will receive copies of all correspondence with theStates/Commissioners regarding these activities. Task 8: The contractor shall note in all correspondence and materials that this activity is funded through the CMHS Division of State and Community Systems Development with mental health block grant set-aside funding. The Director of the Division of State and Community Systems Development will be invited to participate and address participants at the training session. It is expected that the Division Director, or her designee, will represent the mental health block grant program to engage in a dialogue with participants regarding the block grant program and compelling State mental health issues. Task 9. The Contractor shall provide a final report to the Project Officer on the activities undertaken in this professional services contract. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST BY RESPONDING TO THE REQUIREMENT WITHIN 10 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. NO SOLICITATION IS AVAILABLE.
