Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Waratah Corporation, 2505 Meridian Parkway, Durham, NC 27713 to provide Professional Services for Statistical Support for Land Use Change Model Error Analysis and Framework Development to Assess Human Health Vulnerability to Environmental Change. The requirements are error analysis of statistical regression model that projects regional land use change based on market economics and projected changes in demographics, and the development of a statistical framework to assess/project spatial variation in human health vulnerability to environmental degradation associated with projected changes in land use and other stressors. EPA believes that Waratah Corporation is the only vendor capable of satisfying the requirements stated above. The circumstance permitting "Other than Full and Open Competition" is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". The period of performance for the service contract is eight months from date of award. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The North American Industry Classification System (NAICS) Code 541620, which has a small business size standard of $5.0 million, is applicable. The intent of this synopsis is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored.
