- SCOPE OF WORK FOR CONTINGENCY AIR CHARTER SERVICES 1. This stipulates the specific transportation needs and conditions associated with a response to a Major Incident within the District Nine Area of Operation (AOR) by selected Ninth District representatives. 2. Should an incident occur within the District of such magnitude that it warrants direct oversight by members of the District Major Incident Response Team (MIRT), then immediate and reliable transportation to the scene is imperative. Since in-house aircraft have a lengthy transit from an Air Station to Cleveland, and an even longer flight from Cleveland to the affected area, it is most beneficial to charter a suitable aircraft capable of ferrying MIRT members. (Further, Coast Guard aircraft are severely limited in their ability to transport people and have an aircraft identified and available within 2 hours of notification at all times. The number of instances per annum (if any) when this agreement would be enacted and the location of incidents remain unknown. 3. Aircraft under consideration must meet the following minimum requirements: A. Be capable of transporting up to 4 passengers and 400 pounds of non-hazardous support equipment. B. Capable of all-weather operation. C. Be capable of landing and picking up passengers/equipment at Burke Lakefront Airport (BKL Cleveland, OH) and flying to any portion of the AOR without refueling. MIRT Members will coordinate return-trip transportation independently. D. Be available at all times, including weekends, after-hours, and on Holidays. [The only acceptable limiting factor will be determined by adverse weather, which may cause an unforeseen delay in flight departure]. The target take-off time will be no later than 4 hours following initial notification to the Charter Service. E. Be in compliance with FAR part 135 Operating Requirements: Commuter and On Demand Operations. 4. Terms to be considered: A. Rate for 1-way service as discussed above. B. Locations: Quotes are for the most probable deliver points (1) Duluth, MN. (2) Buffalo, NY. (3) Sault Ste Marie,MI (4) Milwaukee,WI C. Standby rate (loading/unloading, briefing, etc.) D. Any additional costs accrued due to Holiday, weekend or after hours recall versus normal workday E. Annual (calendar) cycle with no up-front obligated funds. Preference is for multiple service providers to be available rather than a "sole source", thus alleviating the need for funds to be obligated and possibly not used, and gives the requester some flexibility in determining the best source per incident. [A Blanket Purchase Agreement and/or a dedicated credit card are not preferred methods of payment.] F. Preferred payment method: Form 347, Order for supplies and Services. 5. This preliminary "Scope of Work" is intended to provide the basic information necessary to prepare a quote.
