Description
The Virginia Contracting Activity on behalf of the Defense Intelligence Agency (DIA)intends to award a sole source Firm-Fixed Price purchase order to Southern Technology Applications Center (STAC). The purpose is to collect, prioritize, review, and assess foreign and domestic open source documents, databases, publications, etc. on Information Operations/Information Warfare originating from foreign and domestic sources. An assessment of the information will be completed to provide DIA with a survey report of developments, incidents, capabilities, leadership, equipment, technology, and intentions that will impact US, Allied, and NATO interests. Interested parties have 15 days from the publication date of this synopsis to submit their qualifications / capabilities. Such qualifications / capabilities will be solely for the purpose of determining whether or not to conduct this procurement on a full and open competition basis. All responses should reference PR 673/0015Z/01 and should address the following technical considerations: 1) demonstrate expertise in field of research and access to over 2000 unique databases worldwide, 2) show developed reference sources and provisions of denial/cover for DIA, 3) show experience in Information Warfare projects with knowledge of foreign sources, and 4) must possess top secret clearances which are essential for this effort. Vendors must also be registered in the Central Contractor Registration (CCR) database to conduct business with this government organization. This notice of intent is not a request for quotations (RFQ) for competitive quotes. Responses received without the requested information will be considered non-responsive to the synopsis. Responses should be submitted by mail or via facsimile at (202)-231-3368. A determination by the Virginia Contracting Activity not to compete this proposed procurement on a full and open competition basis, based upon responses to this synopsis is solely within the discretion of the Virginia Contracting Activity.
