Description

This synopsis is a request for information (RFI) for informational and planning purposes only and does not constitute a solicitation, or a synopsis of a solicitation, or a commitment on the Government to later publish a solicitation. The Government shall not reimburse the costs of preparing or submitting a response to this RFI. The Air Force is seeking a cost effective solution for development and installation, and potentially for operation and maintenance, of the GCSS-AF. Interested parties may respond to one or more of following acceptable alternatives: Outsource, Commercial-Off-the-Shelf (COTS), Government-off-the-Shelf (GOTS) Internal Air Force, GOTS Other Federal Department/Agency, and/or Outsource/COTS/GOTS. The GCSS-AF will serve 750,000 potential Air Force users for twenty (20) years. Respondents may be single entities or teams from any combination of any Federal Department/Agency or a commercial vendor (both referred to as the Vendor). Interested parties should provide information for the Air Force to assess potential GCSS-AF costs, schedule, and technical performance, as well as the risks associated with each of those three areas. The Air Force is required by the Department of Defense to enhance Combat Support (CS) effectiveness through improved information interoperability. The Air Force intends to establish a comprehensive, interoperable CS Family of Systems (FoS) infrastructure to enhance the full spectrum of Air Force missions, from peacetime through full theater war, by providing cross-functional timely, trusted, and accurate information to the Warfighter at multiple levels, from senior Joint forces' leadership to individual unit functions. The Air Force currently has 3,000 Automated Information Systems (AISs) in its Systems Compliance Database (SCD). More than 600 CS information systems are candidates to migrate to the GCSS-AF. The following are the GCSS-AF twenty-three (23) CS functional Domain Pillars: 1) Acquisition, 2) Chaplain, 3) Civil Engineering, 4) Communication, 5) Comptroller, 6) Contracting, 7) Health Services, 8) Legal, 9) Logistics Plans, 10) Maintenance, 11) Material Management, 12) Munitions, 13) OSI, 14) Personnel, 15) Public Affairs, 16) Quality and Manpower, 17) Safety, 18) Security Forces, 19) Services, 20) Space Support Teams, 21) Supply, 22) Transportation, and 23) Weather. GCSS-AF successful implementation will depend on Business Process Reengineering (BPR) of critical processes across the 600+ stovepipe domain functional AISs. The Vendor's response shall include compliance with the Information Technology Reform Act of 1996, the Joint Technical Architecture -- Air Force, and the Defense Information Infrastructure Common Operating Environment (DII COE). Each response should address key GCSS-AF capabilities to transfer information securely within established operational parameters. The Vendor is requested to address GCSS-AF infrastructure to include a robust and reliable operating capability that provides for an open architecture, interoperability, scalability, operational effectiveness, cost effectiveness, and efficient interchange of CS information, including data, video, and voice. A total of five CONUS and OCONUS GCSS-AF fixed installations are needed, and a minimum of two deployable capabilities are needed to support Air Force operations Worldwide. The Vendor should provide an executive summary and outline of the following plans: Implementation Plan, Migration Plan, IA Plan, Back-up Plan, BPR Plan, Risk Analysis Plan, and a summary report addressing solution(s) cost, schedule, technical performance, risk, and return on investment. Costs should be expressed as a Rough-Order-of-Magnitude (ROM) (about 80% fidelity), rather than a precise engineering estimate (more than 95% fidelity). The identification of operational effectiveness and efficiency improvements is solicited. The vendor has complete flexibility to present cost-effective solutions and propose innovative alternatives. More than one alternative may be proposed. Recommended solutions/alternatives may be any combination of commercial-off-the-shelf (COTS), Government-off-the-shelf (GOTS), and non-proprietary integration software, technologies, applications, and resources based on open commercial standards. The response is limited to fifty 50) pages, including brochures; Cost analysis is limited to twenty (20) pages plus fifty (50) pages backup, and previous experience up to three (3) examples limited to five (5) pages. Response to RFI requirement should be delivered in both paper copies and electronic copies. Two (2) paper copies should be delivered to: GCSS-AF, Major Shirley Abbott, Suite 1001A, 1215 Jefferson Davis Highway, Arlington, VA 22202-3251. Respondents shall mark their submissions as Proprietary. Responses are due within thirty 30) calendar days of posting of this notice in the CBD. Packages received after thirty 30) calendar days of the date this notice appears in the CBD may not be reviewed. This notice does not constitute a Request for Proposal; it does not restrict the Government as to the ultimate acquisition approach and should not be construed as a commitment by the Government. CIO-BIM/B will conduct the INDUSTRY DAY CONFERENCES 9 May and 23 May 2001 at ANSER Shirlington Conference Center, 2900 S. Quincy St, Suite 800, Arlington, VA, 22206-2265. The Conferences will take place from 8:00 AM -- 5:00 PM Eastern Time (US & Canada). In preparation for the INDUSTRY DAY CONFERENCES, the Vendor shall submit questions to Major Shirley Abbott mailto:Shirley.Abbott@pentagon.af.mil at least two days prior to the conferences. "Walk-on" questions will also be answered at the conferences. The 09 May conference agenda will consist of the following: GCSS-AF background briefing, Statement of Objectives briefing, questions and answers, and open forum. Attendance at both segments of Industry Day will be limited to three (3) attendees from each prospective contractor.
