Description

PROJECT TITLE: Repair of Main Base Runway 22 Touchdown, Edwards AFB, CA. This proposed contract is for UNRESTRICTED competition. The acquisition method is negotiated procurement. A technical and a price proposal will be required. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. JOB DESCRIPTION: The scope of work for construction includes removal of existing Portland Cement Concrete (PCC) touchdown (19 inch thick PCC) and 12 inches of existing material. The existing touchdown to be removed is 1000 feet long by 300 feet wide PCC. Replace the removed pavement with new pavement section consisting of PCC, rapid drain material, aggregate base course, and compacted sub grade. Also included is a bituminous paved asphalt shoulder on each side of runway. The bituminous section is asphalt pavement, aggregate base course, and compacted sub grade. Existing runway edge lighting system to be removed and replaced with new "concrete pads and cans" upon completion of paving work. This procurement will be conducted under NAICS Code 234990. The standard size for this NAICS is $27,500,000.00. The estimated range is between $1,000,000.00 and $5,000,000.00. The offerors attention is directed to Section 00100 in the solicitation for information regarding the tour of the site. Large businesses competing for this project must comply with the FAR 52.219-9 Clause regarding the requirement for Subcontracting Plan on the part of the work that it intends to subcontract. The recommended goals for subcontracting are 62% for Small Business, 10% for Small Disadvantaged businesses, 5.0% for Women-Owned Small Businesses, 5.5% for Historically Black Colleges and Universities/Minority Institutions (where applicable), 3% American Veteran Owned Small Businesses and 1.5% HubZone Small Businesses. A firm that submits a plan with lesser goals must submit written rationale to support goals submitted. Plans and specifications can only be ordered electronically by accessing the Internet address http://ebs.spk.usace.army.mil/. Please complete the requested information to avoid a delay in your order. Orders received beyond the CUT OFF DATE of 05/23/01 will not be considered. CD-ROMs will be mailed out on or about 05/29/01.
