Description
Furnish all Labor, Material, Equipment and Supervision necessary for repairs and related work to four (4) GSA warehouses, located in Hillsboro, NJ. The warehouses are single story buildings and are occupied by the Defense Logistics Agency (DLA). Each warehouse measures approximately, Two Hundred Feet wide by One Thousand Feet long and Twenty Feet high and contains commodities such as mercury and other industrial products. They are divided into five (5) two hundred feet by two hundred feet units or sections. The proposed work is for repairs to the Roof Structure and Columns, Installation of a new Rain Dispersal System, Repairs to the Exterior Cement Masonry Unit Block, including excavation, Power Washing and Painting of the Building Exterior, and Moving and or Relocating of stored Commodities. The following work shall be performed in only those warehouses as designated: Replace Unit "A" Roof on Warehouse No. 1. Replace the existing Dry Pipe Sprinkler System in Warehouses 1, 2, and 3. All interior work shall be performed in phases, in the following order, with all Structural repairs and sprinkler work substantially completed before beginning the next phase: Phase 1 -- Warehouse No. 4 Phase 2 -- Warehouse No. 1 Phase 3 -- Warehouse No. 2 Phase 4 -- Warehouse No. 3 Phasing shall not apply to any portion of exterior work in this contract. The Bidder shall contract with one of the "Pre-Qualified, Defense Logistics Agency (DLA), Moving Contractor's listed in the bid package. Only a "Pre-Qualified DLA Moving Contractor shall perform the relocation of all commodities on site. The Bidder shall submit as part of his offer a proposed phasing plan, outlined by the Pre-Qualified Moving subcontractor, for the moving of commodities as stated in the solicitation. Approximate duration of the contract is for one year after award. Liquidated Damages, in the amount of $524.00 per day shall be applied for each day missed beyond the completion date specified in the contract. The NAICS Code for this project is 1711, with a size standard of $11.5 Million dollars. The estimate for this work is One Million to Five Million dollars. The solicitation GS-03P-01-AZC-0078 will be issued on the electronic Posting System (EPS) at www.eps.gov. The anticipated release of the solicitation will be on or about May 22, 2001. The drawings for this project will be available on a 3 1/2 " floppy disc. Interested parties should fax a request to GSA at (215) 656-5836. The Solicitation will be a full and open negotiated procurement with Definitive Responsibility Criteria (DRC's) as follows: Definitive Responsibility Criteria In order for the apparent low bidder to be deemed responsible, which is a mandatory condition for award of the contract, both the General Construction Bidder and the subcontractor, who will perform work under the contract MUST meet certain criteria. The Bidder must submit evidence demonstrating that the bidder meets the definitive responsibility criteria for the general construction bidder with the bid, including the criteria for the Project Manager, Project Engineer, and Superintendents. The Bidder with the bid must submit evidence demonstrating that the proposed subcontractors meet the applicable responsibility criteria. FAILURE TO SUBMIT THE REQUIRED EVIDENCE AND /OR RELATED INFORMATION AS REQUESTED BY GSA WILL RESULT IN A FINDING OF NON-RESPONSIBILITY as defined by FAR part 9. A. General Construction Bidders (The Bidder) Past Experience: 1. The bidder shall have successfully completed, within the last ten- (10) years, at least three (3) separate projects, similar in scope of work, with a construction cost of one (1) million dollars or more, each involving phased renovations. Projects deemed to have been successfully completed are those which were considered to be successful by the building owner, or their representative, with respect to schedule, cost, and quality of work. Also, projects listed should demonstrate the bidder's ability to maintain uninterrupted operations in any area affected by these construction projects. Projects not meeting this requirement will NOT qualify. 2. Definitive responsibility criteria must be met for the bidders' (general contractor's) designated full-time on site Project Manager, Project engineer, and Superintendents. Subcontractors cannot fill these positions; the personnel are required to be employees of the general contractor. The criteria is as follows: a. All must have been an employee of the bidder for at least the previous two (2) year period. b. The Project Engineer and the Project Manager shall each possess a four (4) year college degree and five (5) years of construction experience, or ten (10) years of Project Engineering/Management construction experience. The General Superintendent must possess five (5) year's of construction experience as a General Superintendent. c. The proposed project manager, project engineer, or superintendent, must have been a full-time for at least one (1) renovation project of one million dollars or more in total construction cost and within partially/fully occupied space. This experience must have been as a general contractor's project manager, project engineer or superintendent, with responsibilities that include managing, sequencing, overseeing quality control, and coordinating the work of subcontractors. This experience does not need to have been with their current employer. d. All information required by Section "A" regarding the qualifying Projects, and Project Manager, Project Engineer, and Superintendents, must be submitted by the bidder with the bid. 3. For each Project identified, bidders will be required to provide the following information: a. Name and Location of the project. b. Description of the work. c. Description of the work performed by the proposed project manager/superintendent, including their role/title on the project. d. Total dollar value of the project and the value of work completed by the contractor. e. Size of the project. f. Completion date of the project. g. One owner contact, including the owner's name, current address, current telephone number, and a knowledgeable reference (either the Owner or Architect's representative during construction, or the individual currently responsible for the Building. Projects with references that cannot be contacted will not qualify. B. Definitive responsibility criteria for Sprinkler Subcontractor: 1. Definitive responsibility criteria for subcontractors performing Sprinkler work MUST be met, and demonstrated as a condition of contract award to the bidder. In addition to meeting the experience, and qualification requirements set forth in the technical sections of the specifications for the work they will perform, the sprinkler subcontractor must demonstrate a past relationship with the bidder, and successful experience on three (3) projects, completed within the last five (5) years, one (1) of which was $500,000 or more. Two of the three projects must have involved phased renovations in occupied buildings, as described above for general contractors. This experience may be with any general contractor. Bidders may propose more than one (1), and a maximum of four (4) potential sprinkler subcontractors. If none of the proposed subcontractors meet the required criteria, the bidder will be determined non-responsible. 2. For each Project identified, bidders will be required to provide the following information: a. Name and Location of the project. b. Description of the work. c. Description of the work performed by the proposed project manager/superintendent, including their role/title on the project. e. Total dollar value of the project and the value of work completed by the contractor. f. Size of the project. g. Completion date of the project. h. One owner contact, including the owner's name, current address, current telephone number, and a knowledgeable reference (either the Owner or Architect's representative during construction, or the individual currently responsible for the Building. Projects with references that cannot be contacted will not qualify. Any Prime offeror proposing to perform the major sprinkler portion of this project to the extent that no major sprinkler subcontractor will be utilized, the Prime offeror must meet the requirements of the definitive responsibility criteria (DRC's). By proposing to perform the major sprinkler work, in place of utilizing subcontractors, the prime offeror takes on the responsibility of meeting the DRC's as specified. C. Contractors Main Office Location: 1. The successful bidder and major subcontractors will be required to establish an office located within a 150-mile radius of the project site, unless they already have an existing office located within a 150-mile radius of the project site. This will not apply to the Certified Moving Contractor previously approved by DLA.
